建構國小推展環境教育指標評選系統之研究

Abstract

本研究藉由德爾菲調查法與分析層級程序法,建構國小環境教育指標評選系統,做為學校實施環境教育與成效檢核之依據。首先蒐集研析環境教育相關理論、法令規章、實證研究等,做為研究架構基礎,其次以「德爾菲法專家問卷」、「學校推展環境教育成對比較問卷」、「國小推展環境教育成效問卷」為研究工具,分別邀請十位環境教育專家為對象,藉由專家意見彙整,建構出國小推展環境教育指標系統及國小環境教育指標權重體系,再邀請三位A環境教育獎評審委員,對所建構的環境教育指標評選系統進行適切性檢核。問卷調查所得資料透過SPSS 12、Export Choice 2000等統計軟體進行統計分析,獲致如下結論: 一、國小推展環境教育指標系統簡明可行具實務功能性。 二、國小推展環境教育指標系統以教師專業素養為核心。 三、指標權重體系既能彰顯指標的優先順序,亦能呈現相對權重關係。 四、指標權重體系彰顯環境教育專業特性。 五、評選系統具有實務應用之適切性。 六、評選系統呈現指標權重特性,可發揮實質評核功能。 最後提出下列建議: 一、環境教育指標評選系統可做為國小推展環境教育指引與規劃方向。 二、環境教育指標評選系統可協助教育現場實施自我評鑑與成效檢核。 三、環境教育指標評選系統可依時空背景遷移適時加以修訂。 四、師資培育體系與學校應持續關心教師專業素養的培育與提昇。 五、擴大研究對象,進行中學、大學環境教育指標評選系統建構。 六、進行後續研究探討課程與教材在環境教育指標評選系統中的重要性。 七、利用不同研究工具進行國小推展環境教育評選系統成效評估。 研究結果提供現行國民小學推展環境教育規劃、評鑑與成效檢核之參考。 關鍵字: 國小推展環境教育指標評選系統、德爾菲法、分析層級程序法
Through the Delphi survey method and analytical hierarchy process; AHP, the elementary school environmental education index selection system was constructed in this study to serve as a reference for schools’ implementation of environmental education and effectiveness check. First, environmental education related theories, decrees and regulations, empirical research, etc. were collected as the research framework bases in this paper. Secondly, in accordance with the research objectives, “Delphi expert questionnaire”, “questionnaire of paired comparison of school environmental education promotion”, and “questionnaire of elementary school environmental education Ten experts and scholars specialized in environmental education, environmental education administrators, school environmental education practitioners, and non-government environmental education experts were invited as participants. Through the compilation of expert opinions, the elementary school environmental education index selection system as well as the elementary school environmental education index weight system were constructed. Three “A Environmental Education Awards” judge panel members were then invited to carry out relevant checks on the environmental education index selection system constructed in this study. Through SPSS 12, Export Choice 2000, and other statistical software, the data obtained from the questionnaire survey underwent statistical analysis. The conclusions drawn were as follows: 1.The elementary school environmental education promotion index system was concise and feasible with practical functionality. 2.The elementary school environmental education promotion system used teachers’ professionalism as the core. 3.The index weight system not only showed the priority of the indicators, but also presented a relative weight relationship. 4.The index weight system highlighted the characteristic of environmental education professionalism first”. 5.The selection system possessed practical application relevance. 6.The selection system presented the characteristics of index weights and played out a substantive assessment function. The recommendations proposed in this study were as follows: 1.The index selection system serves as a guide and the planning direction of elementary school environmental education promotion. 2.The index selection system can assist the education site in implementing self-evaluation and effectiveness check. 3.The environmental education index selection system may be timely modified according to changes in the time and space background. 4.The teacher training system and school should continue to show concern to teachers’ professionalism cultivation and improvement. 5.Expand the research objects and construct the system of selecting environmental education index in secondary schools and universities. 6.Conduct follow-up study on the importance of curriculum and course materials in the index selection system. 7.Different research tools were used to evaluate the effectiveness of the environmental education index selection system. The results of the study provided a reference for the environmental education planning, evaluation and verification of the current national primary education.
