現行國軍精進士官制度對激勵志願役士官留營意願之研究

Abstract

國軍部隊兵力結構的組成分為軍官、士官、士兵等三大階層,士官幹部在基層從事領導、戰鬥、管理、操作、保養修護裝備之實務工作,擔負起基層部隊管理、訓練之實際執行工作與技術傳承的穩定力量,其人員素質及士官制度良窳可視為國軍戰力之評鑑指標。 在國軍各級部隊編制中,士官主要負責基層各項工作管理與實際執行,士官之職務設計,流動性較小,在軍中同一單位與職務之服役時間較長,資歷深,部隊生活經驗和專業知識豐富,有利於部隊的管理與訓練,一些較為複雜的專業技術,透過士官得以傳承,不受軍官晉升和調職的影響形成軍隊之根基,對發揮部隊戰力,具有舉足輕重之關鍵角色。 國防部在2008年推行「精進士官制度」期望在士官階層建立士官領導系統,研擬及推動多項精進士官制度計畫與士官制度之革新,期望能達到士官服役、任官、考績、任職之相關法規確立制度化、部隊領導人事系統化,軍士官雙軌制的推行、多元化招募補充之素質提升、專業證照認證與待遇調整以及福利照顧的措施完善。 目前國防政策朝向「募兵為主之募兵制」,並配合國防組織變更、武器裝備更新與提升人員素質之方向邁進,希望本論文針對「現行國軍精進士官制度對激勵志願役士官留營意願」的相關研究可以提供相關單位參考,建立長遠的士官制度、提升優秀人才的留營意願,建構一支質精、量適、戰力強的現代化軍隊。
The structure of National Military has been distinguished into three kinds of rank such as General, Sergeant and Soldier. The General holds the leadership throughout his own barrack, supervises everyone’s life routines/daily training, organizes the follow-up reports and presents/submits the report to upper ranks or the government. The Sergeant holds basic directions, battle teachings, operation managements, equipment instructions, maintenances and repairs to soldier rack. He also makes sure every soldier fulfills the daily task, training and previous experienced knowledge-pass-on, in order to get everyone above the standard of National Military Battle Evaluation and hopefully become one of the guide in the military system. According the organization in National Military, Sergeant always responses the management about soldiers’ life routines and daily tasks fulfilling. The change of Sergeant’s position is not quite frequent. Therefore, anyone holds the rank of Sergeant would serve in the same barrack for a long time, hold a lot of crew experiences, and have tons of technique from professional knowledge to life-experienced-pass-on. In conclusion, Sergeant who makes the best benefit on barrack training and management without promoting or transferring into others plays a decisive role in a barrack. Since 2008, National Defense Department has carried out “Refining NCO System Policy” . Actually, it expects the leading system of Sergeant to innovate into institutionalized from on duty, merited to promoted, systematized from barrack directing, and diversification from army recruiting in quality-wise. Also, it furnishes benefits as international certification help, salary adjustment and national welfare system. In order to run into Mercenary System/Voluntarism in our military system from National Defense Department in the future, the organizations from National Defense will be modified, the equipment and weapon will be updated and the quality of soldiers will be improved. Everything mentioned above is focused on how to arouse volunteers’ aspiration to stay according current military system, and will be provided and consulted to related association. Overall, building a strong military system, improving voluntarism stays and making a quality, qualified and high potential modern army is our future goal.
