兩岸物流發展策略之研究（1995-2005）－SWOT分析法之應用

Abstract

物流的演進已從傳統的運輸演變至現今全球運籌管理的概念。意指，整個物流的發展從早期物流管理演化到供應鏈管理，最終推演至全球運籌管理的整個歷程。因此，物流是一個延續不斷的問題。 本文使用政治經濟研究途徑，並輔以歷史結構的研究，希望藉由歷史的角度去發現兩岸物流發展的問題。此外，亦使用策略管理中的SWOT分析法，藉由共時性的研究，讓台灣與中國大陸了解自身的處境，以改善劣勢、化解威脅，保持優勢與發展機會的角度出發，作出符合潮流的策略規劃，以面對未來多變的大環境問題。 經由研究發現，兩岸充分合作是互蒙其利的；因此，兩岸共同市場的建置，就顯的重要。然而，兩岸尚未充分開放三通，三通就像是兩岸互通物流的絆腳石，所以政府應正視這個問題，以兩岸經濟利益為依規，有效管理與開放政治意識形態，以圖雙方未來發展。The development of logistics has been changed into global logistic management. In other words, ithas been changed from logistic management to supplying chain, and then to global logistic management. Therefore, logistics is an issue to extend. The thesis applies the approach of Political Economy with historical structure to find out the problems of cross-strait logistics from the aspect of history. In addition to manipulate the SWOT analysis to discuss the advantages and disadvantages between Taiwan and Mainland China, the research emphasizes on how to improve the inferiority, reconcile the minacity, and maintain the advantageous position and the chances of development. Thus it makes a tactic plan to fit with the current position and face the changeable environment. The research says that cross-strait cooperation will be a great benefit to the both sides. Consequently, establishing the Common Market becomes more and more important. However, the Three Links has not been fully opened to the public which becomes a stumbling block for the cross-strait logistics. Our government should square up to the issue with open-minded political ideology to effectively manage the problem. It should create a beneficial environment based on the economic benefits for the cross-strait to develop in the future.
