政府電影產業發展補助政策績效分析之探討-以臺灣電影長片輔導金為例

dc.description.abstract鑑於我國國產電影長片輔導金政策之於我國電影業資金來源的重要性,且國產電影長片輔導金相關研究距今已逾十年,此期間歷經業務主管機關的轉換,即自2012年5月20日起改由文化部影視及流行音樂產業局辦理電影輔導金補助業務,故本研究引用2012年至2021年之電影產業資料,採文獻分析法、次級資料分析法、深度訪談法等研究方法,以長片輔導金補助分配情形、開拍比例、國內票房表現、國際影展獲獎情形等面向檢證,以探討我國國產電影長片輔導金政策績效。本研究結果顯示獲我國長片輔導金電影之開拍率約達八九成,並以統計軟體分析得知獲長片輔導金電影之國內票房表現、國際影展獲獎表現皆高於未獲長片輔導金電影。本研究貢獻包含彙整豐富的電影產業發展及輔導政策等相關文獻,以補充我國電影產業統整性研究的缺乏;透過深度訪談結果整理,獲悉我國國產電影長片輔導金政策之於我國電影產業扶植之重要性。研究建議政府維持我國國產電影長片輔導金評選品質;建置長片輔導金追蹤回饋機制、完善電影鑑價制度,並強化投資抵減政策,以提升企業投資電影之誘因;建議電影業界不過度依賴我國長片輔導金,由多元管道積極爭取以籌措電影資金,提升電影品質、進而建立電影品牌及口碑以培養忠實觀眾。zh_TW
dc.description.abstractGiven the importance of the domestic feature film subsidiary grant policy to the funding sources of the film industry in our country, and the fact that research related to the domestic feature film subsidiary grant has been more than ten years old, during which time the business supervisor has changed, that is, since May 20, 2012, the Bureau of Audiovisual and Music Industry Development of the Ministry of Culture has taken over the film subsidy business, this study uses the film industry data from 2012 to 2021, adopting research methods such as literature analysis, secondary data analysis, and in-depth interviews, to verify the distribution of feature film subsidies, shooting ratio, domestic box office performance, and international film festival awards, to explore the performance of the domestic feature film subsidiary grant policy in our country.The results of this study showed that the shooting rate of films receiving the feature film subsidy of our country was about 80% to 90%, and it was found through statistical software analysis that the domestic box office performance and international film festival award performance of films receiving the feature film subsidies were both higher than those of films not receiving the feature film subsidies. This study contributes to the lack of comprehensive research on the film industry in our country by summarizing abundant literature related to the development and subsidy policies of the film industry; and by learning through in-depth interviews the importance of the feature film subsidy policy for the film industry in our country. The study suggests that the government should maintain the quality of the selection of the feature film subsidy of domestic films in our country; establish a tracking and feedback mechanism for the feature film subsidy; improve the film appraisal system; and strengthen the regulations governing the application of tax credits policy to enhance the incentives for enterprises to invest in films. It is also suggested that the film industry should not overly rely on the feature film subsidy of our country, and should actively seek funds from multiple channels to improve the quality of films and thus establish film brands and reputation to cultivate loyal audiences.en_US
