Abstract

隨著我國實施週休二日制度後,國民有更多的休閒時間,加上對健康的關注逐漸提升,戶外活動成為越來越多人的首選。近年來,新冠肺炎疫情影響下,無法出國的民眾紛紛轉向國內旅遊,進一步推動了戶外活動的熱潮。同時,政府政策的轉變與支持以及民間和學校機構的推廣,促進了各類戶外休閒和冒險性活動的發展,亦受到大眾的歡迎與喜愛。然而,隨著戶外活動參與人數持續增加,在對戶外風險管理的不足下,導致近年來臺灣發生戶外意外事故頻率逐年上升,因此,從過去意外事故資料中吸取教訓對於活動的帶領者和參與者至關重要。然而綜觀下來,目前臺灣缺乏一個整合戶外相關活動的意外事故資料系統,多數資料僅來自於網路、新聞報導和政府統計數據。因此,建立一個公開化、系統化的管理平台,將已發生的戶外意外事故完整紀錄,有助於臺灣戶外相關活動產業對戶外潛在風險的認知、判斷、評估、決策、管理能力和安全意識的提升。綜合研究結果獲得以下結論:一、本研究旨在建構一個公開的戶外相關活動之意外事故報告資料庫系統,讓使用者能透過平台介面將資料輸入至資料表中,並由後端管理者負責執行管理、檢視以及維護作業,達到資料有效地收集、保存、管理與分享。二、本研究為提升資料收集效率並改善傳統紙本傳遞方式,透過系統化的操作,將意外事故相關資訊進行明確分類,使用者只需按照系統步驟填寫,可有效縮短撰寫時間,同時減少紙本使用,更具環保性,並提高整體行政效率與速度。三、資料系統化後,系統能快速生成意外事故報告並自動儲存至資料庫,有效減少人為缺失,確保報告的完整性和準確性。而意外事故報告結果顯示畫面格式均具一致性,亦提供了明確的意外事故因素和處理內容。
With the implementation of the two-day weekend policy in our country, citizens have more leisure time, coupled with an increasing concern for health, outdoor activities have become the preferred choice for many. In recent years, the impact of the COVID-19 pandemic has redirected people's focus to domestic travel, further fueling the enthusiasm for outdoor activities. Concurrently, changes in government policies and support, along with promotion from private and educational institutions, have fostered the development of various outdoor leisure and adventure activities, which are increasingly popular among the public. However, the continuous increase in outdoor activity participation has led to a rising frequency of outdoor accidents in Taiwan due to inadequate risk management.Therefore, drawing lessons from past accident data is crucial for both activity leaders and participants. Yet, Taiwan currently lacks an integrated outdoor activity accident data system, with most data sourced from the internet, news reports, and government statistics. Hence, establishing an open and systematic management platform to comprehensively record outdoor accidents is essential for enhancing Taiwan's outdoor activity industry's awareness, judgment, evaluation, decision-making, management capabilities, and safety awareness. Based on the comprehensive research findings, the following conclusions are drawn: 1.This study aims to construct an open outdoor activity-related accident report database system, allowing users to input data into the database through the platform interface, while backend administrators are responsible for management, viewing, and maintenance operations, thereby achieving effective data collection, preservation, management, and sharing.2.To enhance data collection efficiency and improve traditional paper-based transmission methods, this study adopts a systematic approach to categorize accident-related information, enabling users to fill in data following system steps, effectively reducing writing time, minimizing paper usage, promoting environmental friendliness, and enhancing overall administrative efficiency and speed.3.After data systemization, the system can rapidly generate accident reports and automatically store them in the database, effectively reducing human errors and ensuring the integrity and accuracy of the reports. The uniform format of accident report results displays clear accident factors and handling content.
