以多準則決策模式、PLS-SEM 與 ANFIS 探討影響運輸工程專案執行力之因素

Abstract
運輸專案常具有金額龐大、施工項目繁雜、監理單位專業能力不足、以及履行契約期間甚長等多重特性,此外工程進行期間,經常面臨各種事件,例如變更設計、工期延誤等,因此,在合法及公平原則下,調整承攬商之權力和義務進行契約變更,進而提升專案執行力,為非常重要之議題,本研究針對政府運輸工程專案,探討整合管理、專案執行力和專案效益之間的關係。本研究整合基於決策實驗研究室(Decision Making Trial and Evaluation Laboratory,DEMATEL)之網絡流程法(DEMATEL-based Analytic Network Process,DANP)、偏最小平方法(Partial Least Squares-Structural equation modeling,PLS-SEM)、適應性類神經模糊推論系統(Adaptive Network Based Fuzzy Inference System,ANFIS)等研究方法,建構分析架構,並邀集運輸工程之專家進行問卷調查。研究結果發現,專案管理績效是影響履行契約最大之因素。此外,專案整合管理和運營響應能力也會影響專案的營運績效。本研究結果可為交通運輸工程的規劃和評估提供參考,分析架構亦可作為政府單位或企業提昇專案績效之用。
Multiple characteristics of public works contracts in Taiwan, such as large amounts of money, complex construction projects, insufficient professional competence of supervisory units, and lengthy contract performance periods, lead to a variety of incidents during the performance of public works contracts, including design changes, construction schedule delays, etc. Therefore, how to change or adjust the rights and obligations of contract contractors to protect legal and fair disputes and enhance operational performance has become an important subject. This study targets government transportation initiatives as its subject. It examines the relationship between integrated management, project execution, and project benefits as a foundation for contractors planning and executing transportation projects. Using questionnaires, the study analyzed pertinent engineering companies and suppliers with Decision Making Trial and Evaluation Laboratory (DEMATEL), DEMATEL-based Analytic Network Process (DANP), Partial Least Squares-Structural equation modeling (PLS-SEM), and Adaptive Network Based Fuzzy Inference System (ANFIS). According to the investigation findings, the most influential factor was project management performance. Therefore, the results of this study can serve as a guide for planning and assessing transportation initiatives.
