dc.description.abstract近年來觀光產業是世界各國極力發展的無煙囪工業，被視為二十一世紀的明星產業，而在「觀光發展」的探討上，多結合「治理」的概念進行研究，其研究成果也多提到政府應與民間建構夥伴關係、各縣市政府間的相互合作，才能更有效地促進地方觀光發展的推動。府際治理就是地方政府的公共服務。地方政府公共服務的傳遞，必會涉及到府際關係與合作議題，而以府際治理、區域治理以及治理概念，形成一種多中心治理機制的出現。為了發展區域觀光，不同地方政府之間的區域合作機制，就成為都會治理的必要的設計基礎。但是各地方發展觀光的背景與地方政府的政策影響下，府際治理的互動模式也會有所不同，因此本研究將以區域觀光發展為研究主題，探討在府際治理的模式下，地方觀光產業推動之成效。依2010年2月2日，行政院核定發布之「國土空間發展策略計畫」 規定，臺灣的國土空間發展策略係將國土(territory)分為國際、全國、區域及地方等四個階層，未來將以縣市改制為契機，積極朝向北北基宜、桃竹苗、中彰投、雲嘉南、高屏、花東、澎金馬等7 個區域均衡發展，落實地方治理。以漸進方式推動建構北臺灣、中臺灣、南臺灣為目標，朝向7個區域均衡發展。本研究將府際治理的觀察對象設定在中臺灣，探討在府際治理下，臺灣的觀光潮流與發展概況。zh_TW
dc.description.abstractTourism is regarded as the star of industry in recent years. It is often connected with the conception of “Governance”. The research achievements are mostly mentioned that the Governments should set up partnership with private and the Third Sector. Countries and Cities should cooperate with each other to promote the local tourism effectively. Intergovernmental governance is a public service of local government. Delivering of local public services, will involve intergovernmental relations and cooperation issues, and to intergovernmental governance, regional governance and management concepts, to form a multi-center governance mechanisms. In order to develop regional tourism, regional cooperation mechanisms between different local governments will become necessary for the design basis of governance. However, the Interactive mode of intergovernmental governance will be different with the influence of the local tourism development policy background and local government. Thus the research will put emphasis on the regional tourism development, and discuss the effectiveness of local tourism industry (Taichung, Changhua and Nantou) which development under Intergovernmental governance model.en_US
