Abstract

Based on the concept of "local dependence" proposed by Cox and Mair in 1988, the study investigates the sources of power that influence the variables of local reaction to the tourist plan in Dapeng Bay placed against the traditional region industrial structure. In the socio-spatial context, the inhabitants in question maintain or transform local interests by exercising their local proactivity provided by social structure and material foundation within locality, where the local political powers become a mighty resort for the local groups to seek for outward linkage. The dilemma of enormous tourist interests or deteriorating waters intensifies the existing unstable social relations between the local groups. To obtain the most of spatial divisions of labor, they ally themselves with the favorable power, and thus social relations are reproduced through the process of "creative destruction". The proponets and the opponents, as a result, engage themselves in the political wresting between exchange value and use value, while the local government is no more like what is referred to in the past locality studies-a critical role pushing a plan to success. On the contrary, in the case of Dapeng Bay, disproportionate distribution of local interests and thus dissimilated social structure really are the obstacles to the process of development.
