台北縣偏遠地區國民中學圖書館使用現況之探討

Abstract
研究者從事教職以來一直都在交通邊陲地區的學校服務,發現偏遠地區的學生文化刺激不足、學生的家庭教育功能低落,其情況嚴重影響到學生學習成效。從林林總總的文獻報告中,可以明瞭學生善用圖書館的重要性及可行性。圖書館法第四條內容指出,不論是在一般地區學校或偏遠地區學校,學校都要有圖書館的設備。而校內師長若能妥善規劃學校中的圖書館,並教導偏遠地區的學生能善用圖書館學習,使學生擁有自我學習的能力、解決問題的能力。因此引發出探討偏遠地區學校圖書館的利用現況並了解師生使用圖書館的需求及問題。
本研究的目的,主要在瞭解台北縣偏遠地區國民中學圖書館經營現況。研究面向包括學校圖書館負責人、學校教師及學生。再根據研究結果,提出結論及建議,供有關單位參考。本研究主要以問卷調查為研究工具,針對台北縣偏遠地區國民中學共有十五所,以普查的方式進行調查,並輔以訪談,使問卷結果更趨於真實。
根據上述普查進行研究分析獲致之結果:偏遠地區學校圖書館
一、未有正式的組織人力編制,無法發揮圖書館經營效益。
二、館藏普遍不足及無法適時充實新書,滿足師生需求。
三、圖書館利用教育不活躍。
四、圖書館利用教育實施困難因素,主要的原因為:圖書館人員不足(60%),其次為硬體設施不足(47%),學生學習動機不強(27%)。
五、教師都贊成圖書館利用教育是重要及對學生的學習是有成效。
六、學生使用圖書館時最常遭遇的困難為找不到資料,其次為對圖書館內的資料不感興趣。。
Authors of this thesis have been serving for some junior high schools at remote districts for years. Personal experiences show that differences between town and country, poor in home education and neglect of the cultural background due to inadequate resources have been seriously affecting students' achievement. In the literature, it has been pointed out that making good use of school libraries is so critical for students to study effectively. The fourth item of Library Law requests all schools, including those in urban and remote districts, to provide learning facilities and libraries for students. That is, if school teachers can guide students how to use libraries well, students can hence study independently and enhance their problem-solving abilities. Therefore, investigation on the current utilization of library resources for schools in remote districts is essential for us to know what are really needed by teachers and students. The purpose of this thesis is to study the present library administration at junior high schools in remote districts of Taipei County. Gathering materials given by library principals, teachers and students, we can analyze the influence factors in library administration and provide suggestions for the Government. Based on the questionnaire received from fifteen junior high schools in remote districts of Taipei County, and interviews with library users, the investigation results become more realistic. According to investigation results, we conclude that libraries of schools in remote districts face the following problems: (A) Lack of regular staffing leads to inefficient work systems and ineffective library operations. (B) The purchase of new books is usually not timely, and the collection of books is always insufficient for library users’ needs. (C) Inactivity for bibliographic instruction and user education. (D) Students have difficulties in searching for useful information or even can not find any study materials. Furthermore, students may not be interested in data provided by the library. In summary, most teachers agree that bibliographic instruction and user education have positive impacts on students’ achievement and are very important for students’ learning activities. Moreover, the reasons that bibliographic instruction and user education can not be put into practice include: (a) lack of library staffing (60%), (b) lack of hardware facilities (47%), and(c) lack of learning motivation and willingness (27%).
