陸軍官校教育發展與校務管理之研究
Abstract
本研究旨在針對陸軍官校教育發展與校務管理進行個案研究,從中瞭解軍事學校校務管理所蘊藏問題的分析及其因應策略。為達成前述目的,本研究採取文件分析法與訪談調查法進行研究,分析陸軍軍官學校的發展沿革,從中獲得廣泛的軍校資訊,並能發現與診斷個案學校校務管理模式,經過資料分析與討論,以提出結論與建議。本研究的結論如下:
一、運用知識管理、e化管理、品質管理、績效管理、走動管理與創新
管理的理念,提升學校校務績效與效能。
二、塑造具備「國家、責任、榮譽、犧牲、團結、勇氣、自信」等核
心價值,發揚黃埔精神,讓學校團隊持續優質的重要理念。
三、教育學生,以無私的犧牲精神,獻身軍旅,以保國衛民為職志,才能成為一個偉大、能在戰場上指揮若定的優秀將校。

四、本研究對官校未來教育發展的建議
(一)在精神教育方面,持續強化學生武德信念,提升整體精神戰力。
(二)在生活教育方面,訓練軍人儀態,陶冶軍人品德,養成現代軍
人應具備服從負責、自律守法、自主學習之人格特質。
(三)在體能訓練方面,鍛鍊強健體魄,增進膽識與信心,培養團結
合作與刻苦耐勞之毅力,以強化意志力。
(四)在學術教育方面,培養新科技與資訊化之知能,提升戰略、戰
術素養,形塑專業化軍人。
Abstract This research is to focus on a case study about the educational development and the management of the Chinese Military Academy (a.k.a. Whampoa Military Academy). The author wants to explore the hidden problems in military school affairs and analyze how to response to it, in order to solve the problems. The Chinese Military Academy is the subject of this study, and the qualitative method was employed. The author uses documental analysis method was used to collect relevant archives about the Academy, and review it’s development process to gain a comprehensive information about the academy. We hope to discover and diagnose the school management model, and by virtue of data analysis and discussion with a revelation from personal thinking, and propose the conclusion and suggestions. The conclusions of this research are us follows : 1. To use the concept of knowledge management, e-management, quality management, performance management, walking management and innovation management, to improve the performance and efficiency in the academy. 2. To forge the core value of “country, duty, honor, sacrifice, unitedness, courage, self-confidence” and demonstrate the Whampoa Spirit, and let the faculty carry down the noble ideas. 3. Educating the cadets to make selfless devotion to military service, and make it a ultimate goal to safeguard our’s country and people, to become a capable flag officer great captain. The research has a few recommendations as follows: 1.Recommendations to the Ministry of National Defense and the Army Headquarter. (1)Implementing the educational evaluation and revise the educational laws. (2)Fostering the best faculty and recruit the quality manpower. (3)Enhancing military exchange and curriculum design. 2.Recommendations to the Chinese Military Academy: (1)Learning to become a modern officer. (2) Be an example of your subordinates. (3)Promoting the Whampoa Spirit (4)In search of a valuable life. 3.Recommendations to the Superintendent of the Chinese Military Academy and the instructor corps: (1)The Superintendent shall encourage the staffs to express their opinions freely. (2)The Superintendent shall avoid authoritarian leadership. (3)To give manifold incentives for the staffs. (4)The instructor corps shall have the guts to speak out their mind in public. (5)Enacting standard operation procedure. (6)Encouraging the staffs to take in-service training. (7)Encouraging every member of the academy persist with innovation. (8)Encouraging the staffs to participate campus activities. 4.Recommendations for the future educational development of the Chinese Military Academy: (1)In the issue of the spiritual education, constantly strength the cadets’ faith on military ethic and their overall moral force. (2)In the issue of the life education, training student to have soldier’s etiquette and virtues, to become a modern soldier with the character of obedience and responsibility, self-discipline and law-abiding, and be an active learner. (3)In the issue of physical training, must build cadet’s body and enhanced their bravery and confidence, foster teamwork and endurance in order to strengthen their will. (4)In the academic and educational side, to teach the state-of- the- art technology and IT skill, upgrade their knowledge with strategy and tactics, to make every student a professional officer.
