離島地區社會工作之督導實務探究-以金門為例

Abstract

本研究以6位在金門擔任社工督導且具督導年資2年以上為研究對象,進行深度訪談,藉由生態系統理論觀點探討金門社工督導實務現況,研究結果發現:一、微視系統 受訪者對督導角色有強烈責任感,對於服務正向熱情與積極,有顆看見服務對象需求的心,看到社工的成長而獲得力量,致力於家鄉努力深耕傳承。 二、中介系統 社區資源連結「關係」是重要管道,在社區中隨時可能遇到服務對象,此外組織主管的支持與協助扮演實務工作推展的重要因素。 三、外部系統 小島一家親,機構之間資源共享,面臨社工人力不穩定服務難以持續推動,加上督導課程開設不多,多數督導者採自主訓練,惟交通成本高。 四、鉅視系統 共同的語言文化「金門話」貼近了服務,金門特有的宗族文化讓服務充滿人情味,人口老化看到福利補償帶來老年人口設籍增加,新住民的服務則看到多元文化能力的展現。 五、研究建議 建議政府建構金門地區社會工作督導專業培訓制度融入在地文化,並輔導地方社會工作專業機構。建議未來研究方向可針對特定領域或其他離島社會工作之議題,增加離島地區的研究資料。
In this study, 6 social worker supervisors with more than 2 years' experience in Kinmen were selected as the research objects. In-depth interviews were conducted to explore the current practice of social worker supervisors in Kinmen from the perspective of ecological systems theory. The research results showed that: 1.Microsystem The interviewees have a strong sense of responsibility for the role of supervisor, are positive and enthusiastic about the service, have a heart to see the needs of the service objects, and gain strength from the growth of social workers, and devote themselves to their hometown and make efforts to carry on the inheritance.2.Mesosystem The community resource link "relationship" is an important channel, service objects can be encountered at any time in the community. Besides, the support and assistance of the organization manager plays an important role in the development of practical work. 3.exosystem The island is a family, and resources are shared among organizations. In the face of instability of social workers, it is difficult to continue to promote the service. In addition, there are not many supervision courses, so most supervisors adopt independent training, but the transportation cost is high.4.Macrosystem The common language and culture of "Kinmen dialect" is close to the service, and the unique clan culture of Kinmen makes the service full of human touch. The aging population sees the increase in the number of senior citizens due to welfare compensation, and the service of new immigrants sees the display of multicultural capabilities. 5.Research Suggestions It is suggested that the government should establish a professional training system for social work supervision in Kinmen district and integrate it into local culture, and help local social work professional institutions. It is suggested that future research should focus on specific areas or other topics of social work in the outlying islands and increase research data in the outlying islands.
