離島地區國小閱讀教育資源現況與需求之研究

Abstract
本研究旨在了解離島國小教師推動閱讀教育時,學校資源現況與教師對資源的需求。以問卷調查法,採群集抽樣進行調查。使用研究者編制之「離島地區國小閱讀教育資源現況與需求之研究」問卷為研究工具。以獨立樣本t檢定及單因子變異數分析,探討變項對學校資源現況與教師資源需求之差異情形。本研究結果顯示以下五點:
一、離島國小在推動閱讀教育的整體資源運用現況良好。
二、教師認為學校在推動閱讀教育所需投入的資源需求性,以圖書與設備資源最為需要,人力與行政資源次之,最後才是經費與公益資源的投入。
三、學校因所在離島地區與班級數規模7班以上,在推動閱讀教育的資源運用現況上具有差異性存在。
四、教師不論是擔任職務或其離島服務年資不同,在推動閱讀教育的資源需求之認知無差異性存在。
五、教師反應學校人力不足以推動閱讀教育或妥善管理圖書資源、圖書館藏及設備與教育需求之間存在落差、圖書經費補助不穩定等問題。
依研究結果提出對教育行政機關的建議,一為離島國小最需要長期穩定的圖書設備與人力資源挹注;二為教育資源補助依個別需求,讓各個國小所需閱讀教育資源匱乏處可以得到資源挹注;三為統整民間資源與媒合離島學校閱讀教育資源。建議離島學校持續推動與精進閱讀教育,奠定學生閱讀能力,以因應高度競爭的知識經濟環境;透過校際間教師相互支援,發揮教師專長,使各項行政業務穩定推行;建議營造優質的工作環境,使教師生活與工作得到平衡,維持行政業務與教學效能,進而穩定發揮教學熱忱於教育現場。最後,運用數位科技弭平資源落差。
This study aims to understand the current state of resources and the resource needs of elementary school teachers in outlying islands when promoting reading education. The research was conducted using a questionnaire survey method, employing cluster sampling. The research tool used was the"Current State and Needs for Reading Education Resources in Elementary Schools of Outlying Islands" questionnaire, developed by the researcher. Independent sample t-tests and one-way ANOVA were used to explore the differences in school resource situation and teachers' resource needs across various variables. The results of this study indicate the following five points: 1. The overall utilization of resources for promoting reading education in outlying island elementary schools is good. 2. Teachers consider the importance of resources required for promoting reading education, with library and equipment resources being the most important, followed by human and administrative resources, and lastly, funding and public resources.3. There are differences in the utilization of resources for promoting reading education among schools due to differences in region and size.4. Teachers, regardless of their position or service years in the outlying islands, have no differences in their perceptions of resource needs for promoting reading education.5. Some teachers reported issues such as manpower shortages to promote reading education or properly manage library resources, a gap between library collections and educational needs, unstable funding for books, and donated resources not meeting needs, making long-term planning difficult.Based on the research results, several recommendations are proposed for educational administrative authorities: First, outlying island elementary schools require long-term and stable support in terms of library equipment and human resources. Second, educational resource subsidies should be based on individual needs, allowing schools to receive the necessary reading education resources they lack. Third, there should be an integration of private resources to match the reading education resources of outlying island schools. It is recommended that outlying island schools continue to promote and enhance reading education to build students' reading abilities, preparing them for the highly competitive knowledge-based economy. Additionally, through mutual support among teachers from different schools, teachers' expertise can be fully utilized, ensuring the stable implementation of various administrative tasks. It is also suggested to create a high-quality working environment that balances teachers' work and life, maintaining administrative operations and teaching effectiveness, thereby sustaining teachers' enthusiasm for education.And last but not least, digital technology should be utilized to bridge the resource gap.
