中等職業教育在台灣已實行了半世紀多,期間經不斷改革、調整、擴充並配合產業及經建發展,適時的培育各類專業技術人才,造就了台灣經濟奇蹟,也使國民生活在繁榮進步的環境中。而中國大陸在經濟基礎非常落後、教育基礎極為薄弱下,要如何來發展、改革中等職業教育藉以提昇經濟、產業發展及國民生活水平,是值得研究的課題。
本研究之目的在瞭解中國大陸中等職業教育的沿革與概況,探討中國大陸山東省中等職業教育發展、調整、改革與管理體制,進而分析中國大陸山東省中等職業教育現階段所面臨的問題與挑戰,以提供技職教育人員參考及在WTO後部分人士欲投入中國大陸教育服務業之評估、研析。
本論文以質的研究作為研究方向,並採用歷史研究、文獻探討法及實地參觀訪問,以客觀態度作平實陳述。承蒙山東省濟陽縣、膠州市及濟南市教育官員提供寶貴資料,並在台商友人協助下,蒐集部分相關文獻及安排參觀訪問行程,使研究的限制達到最低。另透過網路搜尋官方網站及資料文獻使內容深入許多。
本論文共分五章約九萬餘言,以蒐集資料、鑑定資料、分析及組織資料後首先描述中國大陸中等職業教育起源、演變、改革、法規與現況,接著探討中國大陸山東省中等職業教育現況、經費、重點學校、專業設置課程建設等,再者分析目前中國大陸山東省實施中等職業教育所面臨問題與挑戰。最後經歸納、整理、研究、分析、提出相關結論與建議。

ABSTRACT The secondary vocational education has been existing for the last half century, daring which it has been reformed revised and expanded to meet the needs of economic and industrial development and has cultivated professionals in a variety of field, which led to Tainan’s economic miracle and creating prosperous lives for Taiwanese people. Since China has weak economic and educational foundations, it is an issue of importance and value to gain insight into how to develop and reform its secondary vocational education in order to better china’s industry, economy and living standard. The goals of this study are to provide provide an overview of He secondary vocational education of Shan-Dang Province that includes its history, revision, reform and administration, and to evaluate its current problems and challenges which will be an asset to practicing and prospective educators after WTO alike in considering and reassessing the various aspects as they formulate their different philosophies and prospects. The thesis is based on qualitative work- history and document analysis and field trip experiences- and is presented as objectively and accurately as possible. I owe a debt of gratitude to the education department officials of Jiyang Jiao Zhou and Jinan City for their intellectual support. Ako this project has benefited immeasurably form some Taiwanese businessmen who have helped collect information and arrange field trips, which keeps the limitation of the research at a minimal level. Moreover, the data on the official websites is too an important source of the depth of this study. In this thesis, containing 5 chapters with about 90000 words, the collection, analysis , evaluation of the data is covered. It presents, first the history, reform, laws and current development of China’s secondary vocational education. Then suggestions and conclusions are made based on the analysis and study of the problems and challenges facing the secondary vocational education in Shan- Dong Province.
