校外教學風險管理之研究

Abstract

本研究旨在了解國民中學校外教學風險管理現況,研擬校外教學風險管理計畫,並探討校外教學風險管理計畫執行的困難與解決策略。以質性半結構式訪談法蒐集研究資料,透過立意取樣方式,選取臺中市市區七位國民中學訓育組長及三位旅行社經理,合計共十名研究參與者。 本研究發現及結論如下: 一、國民中學校外教學風險管理現況為:重視基本風險管理,遵守法令相關規定,籌備過程趨向穩定;活動過程強調通報機制的重要,並已建立小型意外醫療處理系統。但缺乏書面計劃,風險管理權責分配不均,執行系統性及完整性有待加強。 二、提出校外教學風險管理計畫,重點包含風險管理委員會、風險管理步驟及風險分析決策檢核項目,協助學校具體落實,拉近各校執行差異,穩定風險管理水準。 三、校外教學風險管理計畫實施困難與解決策略為:學校習慣現行做法,計畫恐淪為形式,執行產生落差,為計畫執行之困難;解決策略為將計畫與招標規範結合,增強法治強制力,落實風險管理計畫。 依據結論,分別對教育主管機關、學校單位及後續研究提出建議,作為繼續發展校外教學風險管理之參考。
The research involved investigating the execution of the outdoor teaching, planning the project of risk management and finding solutions to the problems of outdoor teaching risk management.This had been done through semi-structured -in-depth interview and purposive sampling.There were ten participants from Taichung, seven of whom were chiefs of student activities section and the others were managers of travel companies. Three conclusions were drawn based on this research result: 1. Even though basic risk management was valued, the regulation was followed.Information sharing system was emphasized and small-scale emergency medical system was established, this research highlighted the importance of documeantal program and equal distribution of risk management. 2. More consideration for a project of risk management of outdoor teaching that contained risk management commission, process of risk management, and checked list of risk analysis allowed school to make the project workable and dwindles gaps of execution among schools. 3. Difficulties came because the project may become a mere formality when schools were used to their usual routine. The solutions were to combine project with regulation of invite bid to increase enforceability and practice project of risk management. Based on research results, the researcher advised the Ministry of Education, junior high school for further research of developing outdoor teaching.
