公務人員休閒活動參與之研究－以花蓮縣政府為例

Abstract

本研究旨在瞭解花蓮縣公務人員休閒活動參與的現況，採問卷調查法，探討其休閒參與、態度與阻礙間的關係，並提出結論及建議；經統計分析後有以下發現： 一、公務人員最常參與的休閒活動項目為：「看電視、DVD」、「閱讀報章雜誌」、「上網、玩電腦」；參與程度較高的活動類型為：「家庭活動型」、「大眾娛樂型」、「戶外遊憩型」。二、公務人員對最感認同休閒態度是「我覺得將時間用在休閒活動上，不算是浪費時間」，其次是「從事休閒活動適度休息，讓我可以走更遠的路」。三、公務人員最大的休閒阻礙為「安全性」，其次為「天候」、「金錢」。四、公務人員整體休閒態度與休閒阻礙呈顯著正相關。但休閒活動參與程度與休閒態度及與休閒阻礙間的相關值均不高。五、公務人員休閒參與類型、休閒態度及休閒阻礙均會因社經背景不同而有顯著差異。六、百分之三十六的公務人員同意實施「國民旅遊卡」制度會增加休閒活動之頻率及意願；但對此制度不滿意者高達百分之八十，值得政府相關單位重視及改善。

The theme of this study is to understand the current participation status of leisure activity for civil sercant of Hualien County. This study adopts questionnaire survey method in order to analyze the relation among leisure participation, attitude and hindrances and then conclusions and suggestions are proposed. After statistics and analysis, there are following findings: 1.The former three leisure activity items which civil sercant most frequently participate are “watching TV, DVD”, “reading newspaper and magazines”, and “playing internet and computer games”. The activity types of more frequent participations are “family activity type”, “mass entertainment type” and “outdoor play& rest type”. 2.The leisure attitude most recognized by civil sercant is “ I feel that it is not wasting time to spend time in leisure activity” and the next is “Doing leisure activity with some rest can let me go farther”. 3.The biggest leisure hindrances for civil sercant are “safety” and the next are “climate” and “money”. 4.The overall leisure attitude and leisure hindrance for civil sercant are obviously positively related. However, the participation degree of leisure activity is not closely related with leisure attitude and leisure hindrance. 5.The leisure participation type, leisure attitude and leisure hindrance for government employees are obviously different due to different social and economic backgrounds. 6.It is agreed by 36% civil sercant that implementing “citizen travel card” system can increase the frequency and willingness of participating leisure activity, but 80% are not satisfied with this system. This statistics is worthy of being stressed by related government agencies to improve.
