文化政策與表演藝術產業的互動：文化部成立後的政策發展與產業影響

Abstract

隨著科技快速發展與多元休閒娛樂的興起，臺灣表演藝術產業正面臨文化消費模式轉變、觀眾結構變動與資源配置失衡等多重挑戰。表演藝術作為文化內容的重要載體，不僅承擔文化傳遞與美感教育之責，亦體現國家軟實力與文化治理的實施成效。自2012年文化部成立以來，臺灣文化政策在制度建構與政策施行層面逐步成形，惟其對表演藝術產業所產生的實質影響與具體效益，仍有待進一步檢視。本研究旨在梳理文化部設立以來表演藝術政策的發展脈絡，並探討其與表演藝術團隊、藝文場館及文化消費市場之間的互動關係。研究採用文獻分析、歷史—結構研究法與深度訪談等方法，從政策設計、制度執行與資源配置三個面向切入，評估政策在促進產業發展、推動文化近用與強化公共性等方面的效能與限制。透過政策層面與實務現場的雙向觀察與分析，本研究期望提出具體可行的策略建議，以回應臺灣表演藝術產業在文化政策推動過程中所面臨的實質需求，並為後續政策優化與產業永續發展提供理論依據與實務參考。Amid rapid technological advancement and the diversification of leisure and entertainment, Taiwan’s performing arts industry is undergoing significant transformation and facing complex challenges, including evolving cultural consumption patterns, shifting audience demographics, and imbalances in resource allocation. As a vitalmedium of cultural content, the performing arts not only foster cultural transmission and aesthetic education but also embody national soft power and reflect the effectiveness of cultural governance. Since the establishment of the Ministry of Culture in 2012, Taiwan’s cultural policy framework has gradually taken shape; however, its concrete impact on the performing arts sector remains in need of further assessment.This study examines the evolution of Taiwan’s performing arts policies since 2012, focusing on the interrelationships among policy frameworks, performing arts groups, performance venues, and the cultural consumption market. Drawing on literature review, historical-structural analysis, and in-depth interviews, the research examines policy design, institutional execution, and resource allocation to assess the effectiveness and limitations of current strategies in supporting industry development, advancing cultural accessibility, and enhancing public value.By bridging policy analysis with field-based perspectives, this study aims to offer concrete, actionable recommendations that respond to the real-world needs of Taiwan’s performing arts sector. It also aims to provide a theoretical foundation and strategic direction for future policy refinement and sustainable cultural development.
