金管會「金融基礎教育學習架構」融入高中公民與社會科課程之行動研究

Abstract

本研究旨在探討將行政院金融管理委員會擬定之「金融基礎教育學習架構」融入高中公民與社會科的既定課程教學後,對學生理財素養之影響,並對在高中公民與社會課程中依該架構實施理財教育時的教材教法提出具體建議。 研究者將「金融基礎教育學習架構」的主題一:金錢規劃、主題二:借貸與金融信用、主題四:理財投資,融入現行高中選修公民與社會科下冊的第六課貨幣與銀行、第七課認識股票與股票市場和第八課物價與失業後,自行設計教案,以行動研究的方式,進行四週共八節課的教學。研究的參與對象是兩個高三的社會組班級,由原授課教師擔任協同研究教師,進行觀察記錄和錄影。研究者在課程開始前對學生進行問卷前測、結束後進行後測,並訪談前後測結果差距較大的八位學生和協同研究教師。 本研究的研究結果與建議如下: 壹、融入後的課程,對學生理財素養有正向的影響,能有效提升其理財知識與理財態度,但理財行為的進步較不明顯。 貳、融入後的課程可行性頗高,未來可以統整課程的方式兼顧既定課程的評量進度 参、建議第一線教師積極提升個人理財素養,並成立理財教育教學團隊,以行動研究輔助教學專業之提升;配合政策制定者設計適合高中理財教育的套裝教材;以及協助家長平時在家庭教育中對記帳、儲蓄等基礎理財習慣的養成,共同提升學生理財素養。
The purpose of this action research is to explore the effect of an integrated financial education program on high school students’ financial literacy, and bring up some specific suggestions for carrying out financial education in high school. This program was integrated with 3 topics of Financial Supervisory Commission’s “Basic Learning Framework for Financial Education” and 3 lessons of a high school formal curriculum “The Civic and Society”. These three topics of The Framework are topic 1: Money Management, topic 2: Debt and Credit, and Topic4: Financial Investment; the three lessons of“ The Civic and Society” are lesson 6: Money and Bank, lesson 7: Knowing Stock and Stock market , and lesson 8: Price and Unemployment. To get research data, this study employed several research methods, including triangulation method, pre- and post-test, analysis of students’ works, recording and filming of 8 periods, and interviews to students and the collaborative teacher. Results and suggestions are generalized as follows: 1. This program effectively enhanced students’ financial knowledge and attitude, but the behavior has a minor progress. 2. This program is feasible for high school, but it would be much better if giving more consideration to the school’s examination. 3. Suggesting the teachers to actively improve personal financial literacy, form a teaching team for financial education, and enhance teaching abilities through action research method; the government to design a tool kit of teaching materials suitable for high school, and the parents to get into a groove in a regular family life, about keeping records in books and savings, thus to enhance students’ basic financial literacy together.
