Abstract

本論文針對台灣視覺藝術策展產業,探討展覽活動中導入ISO 31000風險管理標準的可行性與實務應用。隨著台灣視覺藝術產業蓬勃發展,藝術品經濟價值提升,展覽過程中若發生損毀或遺失,將造成重大損失,因此策展人與相關從業人員需具備高度風險管理意識。然而,過去策展領域多著重於藝術品價值與展覽美感,對於風險管理議題著墨較少。本研究以系統化角度,將策展流程分為七大階段:展覽企劃、作品包裝運輸、佈展、開幕、展覽、撤展與結案。研究方法結合文獻分析、深度訪談及個案研究,並參照ISO 31000與ISO 31000風險評估技術,透過產官學專家訪談,辨識各階段可能發生之風險,包括火災、運輸、偷竊、破壞、人為疏失、財務與資訊安全等。再以工作分解結構(WBS)與風險登錄表,評估各項風險的發生機率與衝擊程度,並提出具體的風險處理措施,如風險轉移(保險)、抑減(強化管理與培訓)、接受(低度風險)等。研究結果指出,導入ISO 31000能有效提升策展團隊對風險的辨識、評估與應對能力,建立系統性危機處理機制,有助於降低損害並確保展覽順利進行。專家亦認同透過標準化流程與量化評估,可提升策展專業度與產業競爭力。最後,論文建議未來策展人員應加強風險管理教育訓練,並推廣ISO 31000於藝術策展產業之應用,以促進展覽品質與永續發展。
This thesis focuses on the visual art curation industry in Taiwan. It explores the feasibility and practical application of introducing the ISO 31000 risk management standard in exhibition activities. As the visual art industry in Taiwan grows, the economic value of artworks increases. If artworks are damaged or lost during exhibitions, it will cause significant losses. Therefore, curators and related staff need to have strong risk management awareness. However, previous studies in curation mostly focused on the value and aesthetics of artworks, and paid little attention to risk management. This study uses a systematic approach. The curation process is divided into seven stages: exhibition planning, artwork packaging and transportation,installation, opening, exhibition period, dismantling, and conclusion. The research methods include literature review, in-depth interviews, and case study. The study refers to ISO 31000and ISO 31010 risk assessment techniques. Experts from industry, government, and academia were interviewed to identify possible risks in each stage. These risks include fire, transportation,theft, damage, human error, financial, and information security. The study uses Work Breakdown Structure (WBS) and a risk register to assess the probability and impact of each risk. It also suggests specific risk treatment measures, such as risk transfer (insurance), mitigation (strengthening management and training), and acceptance (for low-level risks). The results show that introducing ISO 31000 can improve the curation team's ability to identify,assess, and respond to risks. It helps to create a systematic crisis management mechanism,reduce losses, and ensure the smooth running of exhibitions. Experts also agree that standardizing processes and using quantitative assessment can increase the professionalism and competitiveness of the curation industry. Finally, the thesis suggests that future curators should strengthen their education and training in risk management. It also recommends promoting the use of ISO 31000 in the art curation industry to improve exhibition quality and support sustainable development.
