營造業職業安全衛生管理規劃與執行對績效之影響

Abstract
過往營造業職業安全衛生管理規劃不夠完整,執行不落實,以至執行績效一直無法有明顯的提升。然而,營造業職業安全衛生管理真實情況如何,卻鮮少有研究者探討。本研究主要目的在瞭解營造業之職業安全衛生管理規劃、執行與績效之現況,以及彼此的關係,並分析營造業職業安全衛生管理執行,是否中介於規劃與績效。本研究採用調查法,以TOSHM之職業安全衛生管理系統模式,並參考過往研究者所提出的營造業職業安全衛生管理績效問卷,做為本研究問卷設計之基礎。研究對象營造業工作場所現場勞工和管理人員,實際回收360份,有效問卷回收337份,有效問卷比例93.61%。最後,回收的有效問卷運用SPSS進行統計分析,藉以驗證本研究之研究假設。研究結果發現,營造業之職業安全衛生管理規劃,在「政策」、「實施」、「評估」、「改善措施」等面向,與執行顯著相關。營造業之職業安全衛生管理規劃,在「政策」、「組織」、「實施」、「評估」、「改善措施」等面向,與績效達顯著相關。營造業之職業安全衛生管理執行,在「政策」、「組織」、「實施」、「評估」、「改善措施」等面向,與績效顯著相關。營造業職業安全衛生管理執行,中介於規劃與績效。根據研究結果,本研究建議營造業者應建立健全的職業安全衛生管理評估機制,並定期執行情況,同時制定且實施有效的改善措施,才能提升職業安全衛生管理,降低作業場所職業災害的風險。關鍵詞:營造業、職業安全衛生管理規劃、職業安全衛生管理執行、職業安全衛生管理績效
In the past, the construction industry's occupational safety and health management lacked sufficient planning and failed to implement effectively, resulting in a consistent lack of noticeable performance improvement. However, there has been limited exploration by researchers into the actual situation of occupational safety and health management in the construction industry. This study aimed to understand the current status of planning, execution, and performance of occupational safety and health management in the construction industry and their interrelationships. Additionally, the study analyzed whether the execution of occupational safety and health management in the construction industry mediated between planning and performance.This study employed a survey method, using the Total Occupational Safety and Health Management (TOSHM) system model and referencing previously proposed questionnaires on the execution performance of occupational safety and health management in the construction industry. The study participants included on-site workers and management personnel in construction workplaces. A total of 360 questionnaires were distributed, and 337 valid responses were collected, resulting in an effective questionnaire response rate of 93.61%. Finally, the collected valid questionnaires were analyzed using SPSS to test the research hypotheses.The results of this study indicate a significant correlation between occupational safety and health management planning in the construction industry and its implementation, evaluation, and improvement measures. Occupational safety and health management planning in the construction industry shows a significant correlation with performance in terms of policy, organization, implementation, evaluation, and improvement measures. The execution of occupational safety and health management in the construction industry demonstrates a significant correlation with performance in the aspects of policy, organization, implementation, evaluation, and improvement measures.The execution of occupational safety and health management in the construction industry mediates between planning and performance. Based on the research findings, it is recommended that construction industry stakeholders establish a robust occupational safety and health management evaluation mechanism, regularly assess its implementation, and develop and implement effective improvement measures to enhance occupational safety and health management and mitigate workplace occupational hazards.Keywords:Occupational safety and health management, site planning and execution, Construction Industry.
