公立院校校園空間社區化採BOT模式之可行性分析研究

Abstract
本研究旨在探討目前公立院校在財政困境中,為因應開放式校園經營並結合社區發展之需求下,以BOT模式作為公立院校校園空間設施規劃經營之可行性。乃參考國內BOT都會公園及公立院校校園開發案例分析,進行調查問卷設計及問卷調查;以台灣北、中、南三區各別採樣150份,分析學校、社區及營建類專家等相關人員之看法。本研究獲得結論摘要如下:
一、依不同地區組別分析,南部與北部、中部地區看法有極明顯差異,F=9.94。南部對中部地區平均差異為0.21,南部對北部地區平均差異為0.26,以南部地區之認同度最高。
二、依人士別分析,教職員與大專學生看法有明顯差異,F=3.10。教職員、營建專業人員及社區居民之看法無明顯差異。在可行性之看法上以營建專業人員認同度最高。
三、依不同年齡組別分析,以50至59歲組與30至39歲組有很明顯差異F=3.89,其他各年齡組無明顯差異。在其可行性之看法上以50至59歲組認同度最高。
四、教職員對公立院校校園空間設施採BOT經營之五項阻力因素看法,經分析顯示有明顯差異,F=2.50。教職員認為「沒有合適對象」乃最主要之阻力因素。
五、營建類專業人員對公立院校校園空間設施採BOT經營之五項阻力因素看法,經分析顯示未達顯著差異,F=2.25。以認為「意見分歧」及「不知如何進行」最多,表示同意及非常同意者累積百分比超過70﹪以上。
六、全體受訪者對使用校園空間設施應該付費之看法,分析結果未達「同意」程度,t=-5.39。
七、全體受訪者對公立院校校園空間設施社區化採BOT規劃經營之可行性看法分析:營建類專業人員之看法t=.00及教職員之看法t=-1.52達「同意」程度。
綜上而論,公立院校校園空間設施社區化採BOT規劃經營,在主要相關人員的看法上已可被認同,唯主管單位宜積極溝通、推動及加強學生、社區宣導,相信BOT乃校園經營之可行方式之一。
The study is focus on which the government is in great financial distress, and the feasibility of operating of national campus space in BOT model which is in order to fulfill the necessity of operating open campuses as well as developing communities. So it is taken the developing experience of BOT engineering in Metropolitan Park and national campuses to analyze. However, the data has been integrated to design questionnaires and to questionnaire. There are each 150 samples from northern, middle and southern part of Taiwan to analyze the opinions of the related people of schools, communities, and construction experts. This study could be taken into consideration and the conclusions are as follows: 1. In separate areas, there were significant differences opinions in term of living in northern, middle and southern of Taiwan, F=9.94. The average diversity between the middle and southern area is 0.21; the average diversity between the southern and northern area is 0.26 and there were no differences in the northern and middle area. 2. In position, there were significant differences opinions in term of educates and college students, F=3.10. There were no significant differences between educates, construction experts and community members. About the feasibility, the construction experts agree on it most. 3. In age-level, there were significant differences opinions in term of age-level 50-59 and 30-39, F=3.89 ; there were no obvious differences in other age-level. About the feasibility, people of the 50-59 age-level agree on it most. 4. To the educates, there were significant differences opinions in term of the obstructions of national campus space in BOT model, F=2.50. “No suitable item” should be the main obstruction. 5. There were no obvious differences in the obstructions that the construction experts think of BOT model taken in public campuses, F=2.25. “Having different views and do not know how to do” are accounted in high percentage. Agreed and surely agreed are over 70%. 6. The entire interviewee's view of the charge by the campus interspaces establishment that according to the result of the statistics, it is showed that the view is not passed by this suggestion, t=-5.39. 7. Analytic result of the feasibility of the entire interviewee's view to public campus's interspaces establishment layout with BOT program is showed that the construction experts with t=.00 and the educates with t=-1.52 are passed by this suggestion. Finally, the main related people agree on operating national campus space communization in BOT model, however, the leaders of school should communicate and push it with students and community members. It is believed that operating campus in BOT model is practicable.
