無牆博物館模式推動社區營造策略之探討- 以臺北東區商圈發展協會為例

Abstract
臺北東區曾是流行商業產業中心。隨著捷運延伸及政府東進政策,商業紛紛退出,2019年新聞媒體以「東區没落」下標題。臺北市政府商業處以三年計劃來提振商機,2019年的「東區趣,什麼趣」配合年終商業週年慶,獲得正面迴響。以藝術活動置入商業行為之模式,帶動没落商區的人潮回流與否,引發本研究的動機。臺北東區界定,忠孝東路四段主幹道的兩側,由復興南路到延吉街來做南北框列。將對該範圍的藝術展品商與商業活動關係,在地居民對於商圈活動在生活形態上的認同感,是否存在關係依存的因素。本研究是以個案研究的方式進行,針對文獻探討、田野調查並參與觀察後,進行三年觀察活動歸納,再與專家訪談後的結果發現。由疫情前到後疫情的變化,東區商圈發展協會扮演之角色,及以公共藝術品為商業活動做特色的策略,對該區的居民做訪問,希望能了解以藝術為名的社區總體營造的推動方式。公共藝術品的議題做為引點,能夠謀求居民及店家的協同效應。東區擁有交通便捷的優點下,地幅為徒步可及地區,每日開店的時間長,治安良好下,憑藉本身的潛力和機會由危機作為轉機。東區保有共容性及適應力,受到没落及疫情雙重原因下,深度的反思,谷底之後必是上漲的起點。
In 2019, the "East District Fun, What Fun" was coinciding with the year-end business anniversary and received positive responses. Setting art activities into the model of commercial behavior driving the flow of people back in the declining business district or not, it triggers the motivation of this research. The relationship between art exhibitors and commercial activities in this range, the identification of local residents with the lifestyle of commercial activities, and whether there are relationship-dependent factors in Taipei East District.Taipei East District, This research is carried out in the form of case study. After discussing the literature, fieldwork and participating in observation, three years of observation activities are summarized, and the results are found after interviews with experts. From the changes before and after the epidemic, the role played by the East District Business District Development Association, and the strategy of featuring public artworks for commercial activities, I visited the residents of the district, hoping to understand the overall construction of the community in the name of art way of pushing. The issue of public artworks can be used as a leading point to seek synergies between residents and shop owners. The East District has the advantages of convenient transportation, the land area is accessible on foot, the daily opening time is long, and the public security is good. With its own potential and opportunities, the crisis can be turned into a turning point. The Eastern District retains compatibility and adaptability. Under the dual reasons of decline and the epidemic, after in-depth reflection, the bottom must be the starting point of the rise.
