Abstract
本研究主要是採取文件分析法及G.Z.F.Bereday的比較研究法,針對台北市新移民與香港新來港人士就業服務之背景分析、形成因素及實施現況,進行比較研究。
本研究所獲得的結論為:
一、台北市新移民與香港新來港人士就業服務形成背景雖然不同,但其最終目的均係為了避免新移民因經濟因素而造成生活困難
二、台北市新移民與香港新來港人士就業服務均為因應產業、人口及勞動力結構的變遷,提供不同服務類別,其共同的目標是為了使就業服務的推行更符合實際需求
三、台北市與香港就業服務系統最終目的均在增加就業機會之目標
四、在執行方面,香港由政府機關勞工處負責整個就業服務業務,但培訓則由法定機構的僱員再培訓局負責;台北市則由政府機關勞工局擔負起所有相關就業服務之業務
五、在就業服務實施內容方面,台北市與香港有明顯差異
六、香港新來港人士就業服務申請與辦理程序均較台北市簡易、快捷
七、就業服務運用人數而言,香港與台北市申請人數均呈現遞增狀態
八、香港與台北市政府均提供新移民就業服務的功能,台北市因實施較晚仍需加強
This study, by adopting the methods of document analysis and comparative research method, developed by G.Z.F.Bereday, is aiming to compare new arrivals employment service between Taipei city and Hong Kong. The suggestion in 8 parts as follow: 1. To create new employment opportunities so as to assist the unemployed and those in need to return to the labor market and restart a new chapter of life. 2. To organize market-oriented retraining courses and services in a responsive and flexible manner. Suitable measures are taken to support training bodies to develop new courses, aiming to broaden retrainees’scope of employment. 3. To Increase employment opportunity is the final goal. 4. Training and employment are different center to support in Hong Kong. 5. To give different kind of course for new arrivals. 6. To provide free and easy-to-use employment service to help job-seekers find suitable jobs and employers fill their vacancies. 7. New arrivals need more and more employment service in a fast changing economic landscape. 8. Taipei city need to improve the utilization of human resources by providing a range of employment service.
