Abstract
本研究旨在探討我國境內國際學校開放規範現況及問題,據以擬具建議,做為我國改進境內國際學校相關法規之參考。為達此目的,研究者建構一個開放規範架構分析模型,運用比較研究、檔案文件分析及訪談等方法,得出以下幾點結論:一、政府應以前瞻觀點重新定義我國境內國際學校。二、外僑學校開放規範應符合國際法。三、國際學校(狹義)市場開放規範應儘速制定。四、開放國內學校以採用國際認證課程方式辦理國際學校。五、長久以來外僑學校法規實務問題應一併改進。本研究跳脫現有外僑學校法規框架,所提出之改進建議非常具有前瞻性,所建立之「國際學校開放規範架構分析模型」對分析及比較各國的開放規範極有助益。
The purpose of this study is to review the current situations and problems of the establishment and recruitment regulations of in-shore international schools of the Republic of China to propose the improvement suggestions for the related policy and regulations. For this purpose, the researcher constructed an analytical model, applied comparative study, document analysis and interviews, and came up to the following suggestions for the government: First, redefine “the in-shore international schools” in a prospective vision. Second, apart from the expatriate schools, allow the establishment and recruitment of international schools (narrow definition). Third, regulate the expatriate schools according to the international law. Fourth, regulate international schools (narrow definition) according to the GATS education service regulations. Fifth, the expatriate schools implement problems need to be solved. The research skip the expatriate schools regulation framework restriction, proposing foresighted improving suggestions. The constructed “International School Opening Regulation Framework Analytical Model” is very useful for analyzing and comparing the regulations of in-shore international schools of respective country.
