Abstract

本文是探討臺北市低收入就業人口的議題,分析內容包括:臺北市十六至六十四歲低收入人口中的就業人口特徵、影響低收入者就業與否的因素、福利郵局方案的參與者 (或稱之福利郵差 ) 的特徵,以及低收入者中具有工作潛力人口的特徵。 最後也對低收入者的就業提出政策規劃上的建議。本文的主要發現如下:(1) 低收入就業人口是以接近中年、女性為主;其較多為單親,也有部份是有配偶但家計負擔重者。(2) 低收入人口群中高教有程度者的潛能尚未被開發,同時也反映出目前勞動市場的限制,使其無法就業。(3) 對家中老人的照顧較不利就業,而兒童年齡稍長則就可能就業。這反映出家中托老的需求影響就業,兒童照顧的負擔較不影響就業,但兒童是否得到妥當的照顧也是個問題。(4) 福利郵局創新方案的參與者是高教育程度、單親的中年女性,其孩子年齡稍長與家中較無老人。這可反映出此類婦女有較強的就業需求與動機。(5) 在低收入人口群中具有工作潛力者也是以接近中年的女性為主,這類人口群多數已就業,但是因薪資低或家計負擔重而仍處於貧窮的狀況;如何改變勞動市場的結構與提升低收入者的經濟狀況應是未來政策的規劃方向。
This study investigates the issue on the employment of low-income people in Taipei. The main findings are as follows: (1) Low-income people who work aremostly middle-aged, female. (2) Low-income people with higher education are still working poor. (3) Care for the elderly may prevent women from entering into labor market, and child care problems also exist among low-income women who work. (4)Low-income women, who have higher education and less burden for taking care of children or elderly at home, tend to be motivated by the pilot employment project. (5) Non-disabled low-income people between the ages of 25 and 55, with higher education are also mostly middle-aged, female. Finally, policy implications are discussed.
