Abstract: 本研究之目的在於探究法院家暴事件服務處社會工作者於法院的社會工作倡導經驗,同時瞭解社會工作者對個案權益與倡導的認知,以及整理倡導經驗對社會工作者的影響與反思,並於了解後提出相關政策與實務建議。基於研究目的,研究方法上採用質性研究、深度訪談,共計邀請16名家暴事件服務處社會工作者與督導受訪。最後,本研究獲致結論如下: 一、個案權益內涵 社會工作者認為個案權益的核心為「法律權益」、「人身安全」,除此之外,社會工作者擴大了個案權益認知的層次,將個案權益內涵歸納出3階段8項權益。最後,社會工作者認為個案「明瞭訊息的程度」,是促使個案行使各項權益的關鍵。 二、社會工作倡導經驗 社會工作者的倡導經驗內涵包括觀察焦點、策略、阻礙與因應等四面向。社會工作者觀察人員、制度、硬體環境等,並視倡導目的與情境,產出多元豐富的倡導策略,逐步發展「變形蟲模式」倡導模式。在過程中,會遭遇部分阻礙因素,社會工作者根據阻礙,再發展出因應解決方式,克服倡導阻礙。 三、倡導經驗的影響與反思 綜合倡導經驗,從中發現建構社會工作者的倡導概念有其重要性,其倡導概念培養與發展需要一定的時程,並且需要系統化的倡導概念與策略訓練。此外,在倡導經驗中,探究了社會工作者自我充權因素,並也針對服務與倡導並行、需具備的多元特質,以及組織的支持與投入表達看法與反思。 根據以上結論,本研究分別針對倡導策略、社會工作者的倡導訓練與倡導工作上的支持提出建議。最後也建議政府能在網絡間建立倡導討論平台,協助服務處倡導工作進行,並且也建議學校社工教育能加強社會工作倡導教育,正視社會工作倡導觀點與實踐。
The purpose of this study is to explore the advocacy experience of social workers who work in Family Violence Service Court ,to get a grip on the cognition of social workers in case rights and advocacy, to organize advocacy experience and reflection of social workers and to bring up related policies and practical suggestions further. On the basis of the aim of this research, graduate adopted in-depth interview method and interviewed 16 social workers and supervisors. The conclusions are as following: 1.The connotation of case rights: Social workers think the rights which are cared about by cases are「legal rights」and「personal safety」Both of them are also the core of case rights .Besides, social workers have expanded the cognitive level of case rights and summarized 3 phase 8 rights of case interests connotation. Finally, social workers think that "the degree of understanding infornmation " is the key to push cases to exercise their rights. 2.The experience of social work advocacy: The connotation of advocacy experience of social workers includes observation, strategies, barriers and hardware environment.In the aspect of advocacy strategies, output diverse advocacy strategies according to the purposes and situations, finally developed "amoeba mode". About the impediments of advocacy, we bring up five obstacles, social workers develop solutions according to the factors of impediments to overcome them. 3.The impact and reflection of advocacy experience: From the experiences of advocacy, we can find it is important to construct social workers’ concept. Training and developing the concept of advocacy spend a period of time and need systematic advocacy concept and strategy training. In addition, in the advocacy experience, explores the self-empowerment factors of social workers, and express their views and reflection about the equal emphasis of services and advocacy, multiple characteristics and the support and input of organizations. According to the conclusions, this study puts forward some suggestions about advocacy strategies, social workers advocacy training and support. Finally also suggest that the Government should be able to establish platform for discussion between networks, promote the proceeding of advocacy and social workers education in school could strengthen the advocacy education, to value the social work advocacy point of view and practice.
