Abstract: 終身學習成為耳熟能詳的名詞,不過是近十餘年的事,然而其思想約在三十年前即已萌芽,諸如終身教育(lifelong education)、永續教育(permanent education)與回流教育(recurrent education)等說法,其實就是蘊含著終身學習的想法與哲學理念。終身學習成為國際上重要的政策議題則開始於1972年聯合國教科文組織(UNESCO)的法爾報告書《學會發展》(learning to Be),宣揚終身教育應為教育的最高指導原則,經濟開發暨合作組織(OECD)則以回流教育(recurrent education)的面貌,在1973年促成許多歐洲國家採行帶薪教育假的政策(paid education leave)。1970年代若是終身學習觀念的萌芽階段,1990年代無疑的是終身學習理念的發展階段,許多終身學習的討論再度出現,成為國際組織與各國政府間最炙手可熱的政策議題。本文的主要目的即在探究1990年代以後主要國際組織如何推展終身學習,採用比較的觀點以分析其異同,獲得終身學習未來發展趨勢,以做為台灣制訂終身學習邁向學習社會相關教育政策之參考。
This paper presents a comparison on the development of lifelong learning of three international organizations, namely, the United Nations Educational, Scientific and Cultural Organization-UNESCO, the Organization for Economic Co-operation and Development-OECD and the European Union-EU. In the new millennium, lifelong learning strategies become an important idea that can be used to tackle the challenges, impacts and changes facing the emerging information society This is unanimously agreed by the above three organizations. Following the comparison, several concerns are reviewed, and future implications for Taiwan are suggested.
