Abstract: 溫泉開發與環境保育、土地利用、國土規劃密切相關,自從民國97年辛樂克颱風襲臺重創廬山溫泉區,民國98年莫拉克颱風挾帶豪雨再次波及廬山、知本及寶來等知名溫泉區,造成溫泉區相關業者極大損失,各級政府為災區重建投入相當經費復建,延宕已久之研究區域「低衝擊溫泉開發」,逐步成為各界矚目的焦點。 為落實溫泉法且不衝擊產業條件下,有必要針對溫泉開發及溫泉法執行問題進行探討。本研究試圖建立溫泉開發評估之模式,先就溫泉開發相關文獻與法規進行研析,再經空間資訊之環域分析、疊圖分析、簡確法分析,以釐清區內環境敏感性對於溫泉開發的限制,討論現行開發區位「適宜與否」,提供當地溫泉資源利用與永續發展之參考。 研究結果顯示: 一、露頭區位,利用空間資訊分析可協助確認是否位於地質敏感區。 二、應用簡確法之土地單元劃分,有利於判定土地與溫泉開發適宜性。 三、應選定合適溫泉開發區位,以兼顧國土保育與產業發展,落實溫泉資源永續與利用。
Hot spring development is closely related to environmental conservation, land use, and National Spatial Planning. Since Typhoon Sinlaku hit the hot spring area in Lushan in 2008, Typhoon Morakot brought heavy rain to famous hot springs such as Mount Lushan, Zhiben and Borai in 2009. Typhoon Morakot brings heavy rain, once again affecting the famous hot spring area such as Lushan,Zhiben and Bora. The long-awaited low impact development on hot spring area has gradually become the focus of attention. To implement Hot Spring Act and not affect the industry, it’s necessary to discuss the implementation of Hot Spring Law and hot spring development issue. In order to implement the hot spring law without impacting industry conditions. It’s really necessary to discuss development of hot spring and implementation of Hot Spring Act. This research attempts to establish a model for hot spring development evaluation.It first conducts research and analysis on hot spring development related documents and regulations, and then through spatial information analysis, overlay analysis, and concise method analysis, to clarify the environmental sensitivity of the region to hot spring development,restrictions. Then To discuss the "suitability" of the current development location, and provide references for the utilization of local hot spring resources and sustainable development. The research shows: 1. Outcrop location, using spatial information analysis can help confirm whether it is located in a geologically sensitive area. 2. The application of the concise method of land unit division is conducive to determining the suitability of land and hot spring development. 3. Appropriate locations for hot spring development should be selected so as to take into account the conservation of land and industrial development. To implement the sustainability and utilization of hot spring resources.
