協助學生充分發展才能,不僅是資優教育的目標,也是整體教育努力的方向。本文先從理論觀點探討資優教育派典朝才能發展轉移,然後進一步釐清潛能、才能與才能發展的概念,並從「全校充實模式」與「多層次服務方案」兩個具規模的才能發展方案與一所臺北市國小的案例分析中,提出如何運用學校校務的多元資料,善用具動態性與歷程性的教師觀察與學校活動資料,建立學生才能檔案,以辨識學生潛能、了解學習需求,成為建構才能發展方案的基礎。
