主張修業年限縮短的構想,大部份基於資優生學習速度快、認知能力成熟早、課程本身是可加速的等假定。但這些假定是否合理,必須訴諸學術界對認知發展、學習及課程的瞭解。從國內外的研究發現,資優生的認知思考強、發展較早,適合速進;但在動作技能及體能因受生理成熟因素影響大,較適合與同年齡學生一起學習。而主張不應縮短年限者認為,教育為多面性的功能,且縮短年限對資優生的社會適應有困難,教育環境的改善及充實可 補制度的刻板等。在執行時必須注意下列原則:以個案處理方式、以全國為範圍、鑑定工具應標準化、智力程度採絕對標準、部份課程之速進與充實、加強輔導措施、暑期夏令營、縮短年限不應超過2年、成立鑑定委員會及輔導委員會等。
