公民社會指標之調查研究：以多元就業開發方案為例

Abstract
隨著公民社會在研究與趨勢的發展，公民社會的參與者、政府以及公眾急需一套反映公民社會狀況的工具，來客觀而實證地分析，討論和評估公民社會，像是「公民參與世界聯盟」(World Alliance for Citizen Participation ,CIVICUS)推出的公民社會指標(Civil Society Index, CSI)就是最受到關注的指標。公民社會組織關心的議題很多，而這些議題之中，失業問題是一個相當主要的社會問題，於是行政院勞工委員會於2002 年正式提出「多元就業開發方案」，經由第三部門發展事業的方式，引進弱勢就業族群人力，協助非營利組織發展特色產業，進而創造就業機會。從中觀的角度來看，參與方案的非營利組織，正是公民社會發展的重要活力。
故本研究欲探索政策介入下有關於弱勢就業公民社會組織的公民社會指標。並從中獲得一些關於多元就業開發方案與臺灣公民社會的啟示，一方面對政府未來的政策有所幫助，另一方面對臺灣公民社會的未來發展方向，能有進一步的啟示。
本研究建構了多元就業開發方案之公民社會指標，但仍有許多缺失存在，但也發現即使在公民社會第一線上的參與者，對於政府的信任、對政治的積極度都不是相充足。建議政府應該要有更長遠的規劃，去推升政策參與者的組織能力與政策推行能力，光是金錢的補助是不足以讓組織發展完全的。而方案參與者在組織結構的方面大多數的組織皆不完備，參與方案者不能光是從政府處取得金錢上的支援，也要培養組織自身的能力，如傘狀結構的組織、透明的財務狀況、明確的勞工規範、以及持續的員工訓練，這些是一個完整的組織應該要擁用的，理應積極培養。
From its inception in 1993, World Alliance for Citizen Participation strove to make a significant contribution to recording the rise of civil society around the world, and to build a knowledge base of civil society-related issues.This study aim to develop CIVICUS Civil Society Index for The Case of Multiple Employment Program,to discover the future directions of civil society in Taiwan. Although there still are some missing in this study, we found some problems between government and civil society. We suggest that government should help the NPO Executive of Multiple Employment Program. Not only help them with funds,but also with building a perfect organization with the tutorship. These NPO should develop themselves with the CSI indictor.
