新北市公立國民中小學教師年金制度改革意見之研究

Abstract
本研究旨在探討當前公立國民中小學教師對年金制度改革的意見,並能分析不同背景變項的教師對年金制度改革態度之差異情形,以供教育決策單位參考。本研究採問卷調查法,研究對象為新北市公立國民中小學教師,抽取樣本為600人,有效問卷463份。研究調查所得之資料以SPSS for Windows 23.0統計套裝軟體程式進行描述統計、t考驗、單因子變異數分析及卡方考驗等統計處理。
歸納本研究結果,獲得以下之結論:
一、國民中小學教師多數不瞭解退休金制度,主要獲得年金改革消息管道以「電視及報章雜誌」為主。
二、國民中小學教師多數能接受延後退休年齡至55~59歲,此與政府年金改革方案一致。
三、男性教師比女性教師更能接受大幅度的年金制度調整。
四、年輕教師能接受較大幅度的年金改革,年資在10年以下的教師對實施年金制度改革的影響有較佳的評價。
五、中型規模學校之教師對年金改革的接受幅度較大,對實施年金改革的影響也有較佳的評價。
根據本研究所獲結論,針對教育行政主管機關、國民中小學教師提出相關建議,以供參考。
The purpose of this study is to explore the views of public elementary and middle school teachers on pension reform and to analyze the differences between teachers of different backgrounds. This study was conducted with a questionnaire survey. Participants in this study consist of public elementary and middle school teachers. The questionnaires were given to 600 teachers, and 463 of them were valid. The data was analyzed through SPSS for Windows 23.0 and presented by descriptive statistics, t-test, one way ANOVA and Chi-square test. The results of this study are listed as follows: 1.Most of the elementary and middle school teachers do not understand the pension system, and they mainly get the pension reform message from "TV media, newspapers and magazines ". 2.Most of the elementary and middle school teachers agree to delay retirement age from 55 to 59 years old, which is consistent with the government pension reform program. 3.Male teachers agree with the pension reform more than female teachers. 4.Young teachers agree with the pension reform more, and teachers less than 10 years of teaching experience adopt a more positive view on the impact of pension reform. 5.Teachers in medium-sized schools agree with pension reform more, and they adopt a more positive view on the impact of pension reform. Based on the conclusion, some suggestions were given to educational authorities, public elementary and middle school teachers.
