It is particularly important that the entirc population in a society is information literate, to reduce the risk of the so called "information rich" and "information poor." This paper argues that an environment should be prepared for the naive users. That is, the basic knowledge structure for the use of information technology needs to be identified, and an easy access knowledge base for self-paced learners is to be developed and disseminated.
