The object of study are seven directors of library. For the more, by questionnaire investigation and interview method to know the importance of electronic books subscription decision-making factor of university and college libraries. In addition to, collect input data, using SMART-ROC method to estimate the relative weights of decision elements. The findings discovered that, in the subscription decision-making appraisal construction surface, accounts for the weight by the contract authority (40.83 %) high, next is the content (24.17%), the manufacturer supports (15.83 %), the price appraisal (10.28 %), the use technology (6.11 %), as well as the function of use (2.78 %).
