洪仁進盧敬仁2019-08-282024-08-182019-08-282014http://etds.lib.ntnu.edu.tw/cgi-bin/gs32/gsweb.cgi?o=dstdcdr&s=id=%22GN0095003203%22.&%22.id.&http://rportal.lib.ntnu.edu.tw:80/handle/20.500.12235/89745本研究旨在探討我國全民防衛動員機制運作之評估；另就美國、英國、以色列及中國等四個國家全民防衛動員機制的運作做一分析與比較，以期做為我國之參考與借鏡，從我國全民防衛動員機制運作就法令規章、政策面、執行面逐一探討，以提昇我動員戰備整備之成效。 本研究根據文獻探討及分析比較及討論，獲致以下結論： 一、全民防衛是全民共同的責任，是發揮總體力的最佳保證。 二、全民防衛動員機制運作及功能的發揮端賴行政動員及軍事動員之融合。 三、擷取各國動員制度優點，健全我全民防衛動員機制。 四、建構全民防衛的安全體系及強化救災能量。 根據本研究文獻探討，研究分析比較及討論，分成三方面提出以下建議，以供政策單位、國防層級之參考。 一、對政策單位的建議 （一）修訂「全民防衛動員準備法」為「全民防衛動員法」 （二）強化會報的專業化功能，充分統合軍民總力 二、對國防層級的建議 （一）在組織運作上應維持「動員專責機構」獨立運作的功能 （二）後備部隊武器裝備應逐年籌補，建立可恃之戰力This research discusses the assessment of the Republic of China （ROC） All-Out Defense Mobilization System （AODMS）, and also conducts the analysis and compared with the mobilization system of the United States, the United Kingdom, Israel and the Chinese Communist, to find out what the experience that the ROC can learn. Followed by the laws, policies and executive actions, this paper discusses the operations of the ROC AODMS, in order to improve the results of the mobilization combat readiness. The research based on the “Literature Review” and “Analysis comparison”, also with the discussion, the conclusions are as followed: 1. The All-Out Defense is the responsibility of all citizens, and it is the guarantee of how the ROC can bring the general power. 2. The function and operation of the AODMS depend on the coordination of the Administration Mobilization and the Military Mobilization. 3. Learn from the benefits of other countries’ mobilization system, improving ROC AODMS. 4. Establish the all-out defense security system, and enhance the ability of HADR. According to this research, the recommendations are as followed: 1. To the Policy Maker (1) Revise “The Preparation Act of All-Out Defense Mobilization” to “The Act of All-Out Defense Mobilization” (2) Enhance the professional function of the All-Out Combat Capability Coordination Conference, to integrate the military and civilian general power. 2. To the National Defense level (1) The independent operation function of the “Mobilization Professional Unit” should be maintained. (2) The weapon and equipment of the reserve forces should purchase and supply year by year, in order to establish the dependable combat power.全民防衛動員機制All-Out DefenseMobilization System
