劉立行林弘展Lin Hon-Chan2019-09-042016-7-222019-09-042013http://etds.lib.ntnu.edu.tw/cgi-bin/gs32/gsweb.cgi?o=dstdcdr&s=id=%22GN0000723118%22.&%22.id.&http://rportal.lib.ntnu.edu.tw:80/handle/20.500.12235/99588隨著資訊科技的發展，立法委員辦公室對問政資訊、新聞知識的需求越來越大，問政議題管理也逐漸受到重視並產生需求。因此立法院於2002年特別成立全e化的「新聞知識管理系統」，供立委問政、質詢、輿情反應及新聞發佈需求使用。 本文從立法院「新聞知識管理系統」之建置現況，對於立法委員國會辦公室對立法院「新聞知識管理系統」資訊尋求行為、取得使用情形及問政議題管理現狀進行探究。本研究利用「深度訪談法」，蒐集系統建置者以及管理者對立法院「新聞知識管理系統」管理功能之看法；同時為了解立法委員辦公室之「資訊尋求行為」與「立委問政議題管理」，同時實施「焦點團體法」，深入了解立法委員國會辦公室使用者對「議題管理」之需求。 研究中發現，立法院「新聞知識管理系統」建置之後，確實大幅提升立委問政資訊品質與效益，並且成為立委選區新聞、審議法案訊息以及立委傳播行為等最佳問政議題管理系統，更是立委辦公室「資訊尋求行為」之問政議題管理SOP程序首選系統。惟在立委辦公室過度依賴e化資訊下，除了影響立委問政議題欠缺深度內容之外，本系統必須思考在面對數位匯流之趨勢時，是否應結合影音與平面媒體之匯流功能，是目前使用者認為最值得探討的新議題。本研究嘗試提出操作功能、版面內容、資料來源等修正與建議，以作為相關管理單位與研究者之參考。With the development of information technology, information and news knowledge demand is phenomena increasing for legislators’ office requirement and political issue management also get attention gradually and generate demand. Thus, the Legislative Yuan has set up comprehensive E-formalization "News knowledge management system" at year 2002 offering legislators in politics questions, reaction of public opinions, and press release needs to use. This paper will study the build status of Legislative Yuan "News Knowledge Management System", discussing the behavior of Legislative Yuan Congressional office use “News Knowledge Management System " for seeking information, and also analysis the status of obtain usage for question in parliament and issue management. In this study, “In-depth interview” is the major way to collect data from actual system builders and managers of the Legislative Yuan "News knowledge management system" view of management functions. In the meantime to use “focus group" to know demands from legislators congressional office’s actual users for “issue management" and understand the office’s ” information seeking behavior " and " legislators asked political issue management ". In this study found that significantly enhance the quality and effectiveness for legislators performance in Legislative Yuan after building "News Knowledge Management System", it become the best information and issue management system for the news from legislator’s own ward, scrutiny of bills and legislator’s propagation behavior. It is also the first choice system of issue management’s stander operating procedure and “Information seeking behavior” for legislator office. However, there are many aspects is affected when Legislator's office over rely on E-formalization, except lack of depth of view they question political issues in parliament, the system must be thinking to face the trend of digital convergence, whether it should be combined with the audio-visual and print media convergence functionality, it is the most valuable topics to discuss for current users.
