劉立行高鈺婷2019-09-04不公開2019-09-042013http://etds.lib.ntnu.edu.tw/cgi-bin/gs32/gsweb.cgi?o=dstdcdr&s=id=%22GN0098723101%22.&%22.id.&http://rportal.lib.ntnu.edu.tw:80/handle/20.500.12235/99649  台灣與先進國家的有線電視數位化程度相比,向來偏低。長期以來,有線電視產業為外資掌控、業者不思建設,均是政府相當煩惱的問題。隨著數位匯流的發展,NCC已確認將提前有線電視數位化的目標,由原本的2015年達到50%,改為2013年達到50%、2014年全面數位化。同時並運用換照、費率審議等手段來要求業者加速數位化。因應產業環境的改變,NCC也針對廣電三法(廣播電視法、衛星廣播電視法、有線廣播電視法)進行大幅修改。然近日NCC又將2017年定為分級收費的「日出年」,此政策是否代表著全面數位化的時程要延後,業者仍不知所措。   本研究以利害關係人、五力分析,以及PEST分析模型探討有線電視產業數位化的現況,分析本次有線廣播電視法修正草案為業者帶來的阻力與助力。藉由個案分析與深度訪談,了解美國與台灣在法規訂定上的差異,並提出未來政策應修正的方向與項目之建議。經過分析整理,本研究依產業經營面、實務推廣面、法規修正面等三大面向,說明修正建議如下: 一、產業經營面:業者應提供消費者高畫質與優質的節目內容;結合第二螢幕,提升服務易用度;將數位機上盒的補貼策略彈性化。 二、實務推廣面:NCC應協助業者推廣數位化,並建設更多示範點。 三、法規修正面:修正法令邏輯應前後一致;修法應有配套措施,以降低與實務之落差;NCC應拉齊有線電視業者與電信業者的規管,建立公平競爭環境;透過事後管制,讓產業回歸市場自由競爭。Taiwan’s Cable TV digitalization is much less than other advanced countries. It is controlled by foreign capital for a long time; the cable operators deploy less in infrastructure. These are all bother the government. With the development of digital convergence, NCC has decided to achieve the cable TV digital earlier. The original schedule is planned to reach 50% of digitalization in 2015, but the new schedule will accomplish 50% in 2013 and the 100% in 2014. NCC is also to accelerate digital by renewing license and reviewing TV rate. To response the changes in the industrial environment, NCC has made a substantial modification in the Cable Radio and Television Act. Recently NCC proposes 2017 as the first year of varied fee. Does it mean the schedule of complete coverage in digital will be postponed? The cable operators are still confused in the digitalization. This research selects interested persons, five forces analysis and PEST analysis model to discuss on the status of digital in cable TV industry and the resistance and the boosts from the modification in Cable Radio and Television Act to operators. Through cases analysis and in-depth interviews, not only understand the differences in regulations between the United States and Taiwan but also make recommendations for future policy amended directions and items. After digesting, this research proposes amendments according to three practice-oriented fronts in industry, promotion and regulation. First, in industry, the cable TV operators should provide high quality and good quality contents, provide multi-screen to service with ease, provide a flexible subsidies policy in digital set-top box. Second, in promotion, NCC should assist the operators to promote digital and build more pilot sites.
