王文誠Wang, Wen-Cheng劉盈孜Liu, Ying-Tzu2020-12-142020-06-152020-12-142020http://etds.lib.ntnu.edu.tw/cgi-bin/gs32/gsweb.cgi?o=dstdcdr&s=id=%22G0006233106%22.&http://rportal.lib.ntnu.edu.tw:80/handle/20.500.12235/110533臺北市士林區社子島地區因屬基隆河及淡水河交會處,民國59年為大臺北滯洪所需實施禁限建規定,長達49年限制建築導致該區長期缺乏公共建設、建築物窳陋、老舊未登工廠林立、產權複雜等問題。因應上述問題,臺北市政府(以下簡稱市府)於105年2月針對社子島開發方案進行i-Voting,投票選出有中央河道且有大量配置公園的生態社子島方案,並於107年6月通過內政部審核「變更臺北市士林社子島地區主要計畫案」,讓該地區的發展有了契機。然而,居民對於目前市府提出的生態社子島開發方案,多數表示對方案內容不清楚,安置內容不夠明確,溝通略顯不足。 從在地民眾的觀點,多數人傾向開發立場;但是,開發區內居民對於未來開發的不確定性有著極大的恐懼,亦有多數認為區內弱勢居民及現住人口高齡亦是開發時的隱憂。換句話說,如何從民眾的角度來看待臺北市社子島發展的公共空間正義,為本研究所關懷的課題。 本研究以新都市主義與空間正義相關概念文獻,探討生態社子島開發規劃配置之合理性,並歸納出本研究問卷因子,接續利用問卷調查法進行量化分析。研究結果顯示,受訪者受訪者對於生態社子島規劃的綠地、開放空間與目前生態社子島規劃的人均綠地空間感到滿意,約六成贊同社子島可以開發,但亦有約三成認為應維持現狀暫緩開發,約七成受訪者認為市府與當地居民溝通不夠充足。 新市鎮的開發規劃來促進城市的發展與改善,社子島地區倘須提升整體公共設施水準,仍需要透過公私協力持續長期溝通與凝聚共識,透過不同立場表達之意見,才能盡早有相互平衡間的好方案。The Shezidao of Shih-lin District, Taipei City is at the intersection of the Keelung River and Danshui River. The prohibition on construction of greater Taipei area due to flood detentions regulation in 1970. As a result, The Shezidao area lack of public construction lead to many issues of disrepair buildings, illegal factories and property rights for past 49 years. In response to these issues, The Taipei City Government (hereinafter referred to as “TCG”) holds i-voting on the Shezidao development Plan in February 2016 and the result of the vote is ecological-Shezidao plan with central river channel and a large number of parks. In June 2018, The Ministry of the Interior also passed the "Changes to the Main Plan of Shezidao in Taipei City", giving the region an opportunity to develop. However, most of the Shezidao residents expressed that the current proposal for the development of the ecological-Shezidao plan was not clear about the content of the plan by TCG proposed, including the resettlement issue was not clear and without good communication. From the local people point of view, most of them prefer the development position and also afraid of the uncertainty of future development at the same time, the some people believed that underprivileged group and population aging could be problems in the future. In the words, how to find out the social justice and public space of the development of Shezidao in Taipei City from the perspective of the people is this study concerned. This study uses literature analysis to understand the concepts of New Urbanism and spatial justice. Discussion on the rationality of the development and allocation of the ecological-Shezidao plan and summarize the questionnaire factors and use the quantitative analysis by using questionnaires. The research results show that the interviewees are satisfied with the green space, open space and green space per capita by current ecological-Shezidao plan. About 60 percent agree Shezidao can be developed, about 30 percent thinkthe development should be postponed and about 70 percent interviewees believe that the TCG has insufficient communication with local residents. The development planning of new towns to promote the development and improvement of the city. If the Shezidao area needs to improve the overall level of public construction, it still needs to continue long-term communication with TCG and Local residents to reach agreement on development plan of Shezidao.
