According to the information of Ministry of Civil Service, mid-level civil servants are the majority of civil servants. They were 122,187( or 65.56% ) of all civil servants at the end of 2017. The relationship among perception towards pension, retirement tendency and organization commitment of mid-level civil servants is one of the main issues for all the civil service human resource planning.
