國立臺灣師範大學東亞學系王恩美2014-10-302014-10-302013-07-31http://rportal.lib.ntnu.edu.tw/handle/20.500.12235/32617本計畫為前年度國科會專題研究計畫「創造「國民公敵」—韓國、台灣政府的政 治宣傳與民眾生活中的反共經驗(1945~1979)」(執行期間:2010 年8 月1 日~2012 年 7 月31 日)的延續性計畫。在上年度計畫中,主要說明兩國政府如何透過新聞媒體宣 傳,將「中共」與「北韓」塑造為「國民公敵」,並且在日常生活各層面「培養」人民 的反共意識形態。 在本計畫中筆者將研究焦點轉向說明,兩國政府如何發展出一套以煽動民眾「恐 共」、「防共」情緒為目標的宣傳動員策略,主要探討政府主導的宣傳活動與各種文宣, 如何塑造時刻受戰爭威脅的社會氣氛,以及有關共產主義社會的恐怖景象。並分析兩 國民眾如何在持續不斷的宣傳動員下,逐漸形成一種仇視、恐懼共產敵人的社會集體 心態。此種對共產主義體制的恐懼心理,至今深刻影響兩國社會。 本計畫的第一年,筆者將以比較視角探討兩國社會發展「制度化」的反共宣傳策 略過程,並藉由分析各種宣傳活動的執行狀況,說明兩國政府的宣傳活動對社會的影 響。第二年,筆者將藉由符號分析方法,討論兩國政府透過圖像、標語等宣傳媒介所 創造出來的文宣內容,並且說明各種宣傳文宣內容如何達到塑造國民「恐共」、「仇共」 意識的宣傳效果。The project is an extension of the NSC Research Project The Formation of “Public Enemies”—Political Propaganda of South Korean and Taiwan Governments and Anti-communist Experiences in the Daily Life of the General Public (1945-1979) in Year 2010. (Period of execution: August 1, 2010 –July 31, 2012) In the antecedent project, investigation has been made into how South Korean and Taiwan governments shaped the images of the Communist Party of China and North Korea as “public enemies” through news media promotion. The project also explored how the two governments built up anti-communist ideology in all perspectives of their peoples’ daily life. In the present project, the focus of study turns to how the two governments developed an anti-communist propaganda policy that aimed to arouse the general public’s fear and hatred of communism. The research looks into how promotion and propaganda, led by the governments, formed the social atmosphere of constant war threats and shaped the horror image of the communist society. The study also intends to analyze how, under constant media mobilization, people in both societies gradually formed a collective state of mind to fear and hate the communist enemies, a sentiment which have lasted until now and still influenced both societies. In the first year of the project, the research intends to clarify in a comparative perspective the development of an “institutionalized” anti-communist propaganda policy in South Korean and Taiwan societies. The execution of the various propaganda activities will also be analyzed to discover the influence of government propaganda on both societies.
