蓋浙生陳麗嬌2019-08-282004-2-92019-08-282004http://etds.lib.ntnu.edu.tw/cgi-bin/gs32/gsweb.cgi?o=dstdcdr&s=id=%22N2004000014%22.&%22.id.&http://rportal.lib.ntnu.edu.tw:80/handle/20.500.12235/90349本研究的主要目的有下列四項:一、我國在國民小學階段公辦民營實施情形。二、瞭解國民小學公辦民營在台北縣實施之可行模式。三、探討台北縣國民小學實施公辦民營,其經費來源、財務規範、課程與教學、人事運作、及招生範圍等相關問題與限制。四、綜合研究結果提出具體建議,以供教育行政機關未來實施之參考。 本研究主要採用文獻分析、問卷調查及訪談等方法進行研究,並歸納主要結論如下: 一、有助於發展學校特色、發揮教師專業自主、提昇教育品質。 二、實施方式,以「特許學校」模式最獲認同。 三、其經費來源、財務規範、課程與教學、人事運作、及招生範圍等應該擁有自主權。 四、在實施學校的選擇上以新設學校為優先。 五、應先採取試辦、評估、研擬配套措施後再正式實施。 根據研究結論提出以下建議供作參考: 一、各縣市應可鼓勵部分實施學校公辦民營,惟仍須審慎研擬審議機制。 二、中央應加速制定「委託經營」的特別法,研擬共通之處理準則。 三、建議修訂現行「台北縣公立國民中小學委託民間辦理自治條例」,以增進辦理之可行性。 四、政府應授予公辦民營學校,經費、人事、課程與教學的自主權。 五、未來台北縣國民小學實施公辦民營學校應先適用於新設校,或已無學生之學校。 六、應建立相關的控管及輔導評鑑的制度。The four purposes of the present study are as follows:1. Understanding the implementation of private management of public elementary schools in Taiwan. 2. Investigating the available models of private management of public elementary schools in Taipei County. 3. Exploring relevant problems in and limitations of the implementation of private management of public elementary schools in Taipei County, such as budget source, financial regulation, curriculum and teaching, personnel system and scope of recruitment. 4.Proposing suggestions based on the results for the educational authorities as references for future implementation. Literature analysis, questionnaire survey and interview are primary methods employed in the present study. The conclusions summarizing literature analysis, questionnaire survey and interview results are as follows: 1.Implementation of private management of public elementary school in Taipei County can contribute to the development of school feature, the fulfillment of teacher profession autonomy and the improvement of educational quality 2.“Charter school model” and “contract management model” are of the highest feasibility in terms of the implementation of private management of public school in elementary school level in Taipei County. 3.Private management of public elementary school in Taipei County should possess decision-making power in some aspects including budget source, financial regulation, curriculum and teaching, personnel system and scope of recruitment. 4.Priority over private management of public school option is new established schools, schools with no further students, low-achieving schools, schools located in remote districts, and schools in the urban areas. 5.Formal private management of public elementary school in Taipei County should be implemented after experimentation, evaluation and the development of a complete set of measures. Suggestions based on the results are as follows: 1.To demonstrate the characteristics of foresights, multiplicity , and innovation in education and to promote educational quality, partial implementation of private management of public school in Taipei County or around the country should be feasible. However it can only be implemented with sound mechanism—survey, exposition conference, and testimony in order to generate common consensus and to develop complete set of measures and law-based formulation. 2.The government should accelerate to enact the laws about charter school and experiment elementary and high school or the special laws about authorized management. 3.The Taipei County government should revise “….” and to make “…” as the base of implementation. 4.Private management of public schools should be authorized with decision-making power in budget, personnel, curriculum and teaching. 5.Priority over private management of public school option should be new established schools and schools with no further students. 6.After formal implementation of private management of public school, the administration has to establish relevant systems of control, management, guidance and evaluation.公辦民營學校管理合約民間承包BOT特許學校private management of public schoolmanagement contractcontract outBOTcharter school台北縣國民小學實施公辦民營可行模式及其運作之研究Investigation of the available models of private management of public elementary schools in Taipei County
