However the first year’s study proved to us that the nation-level idea was not practical and difficult to implement. Therefore we switched our routes into two paths. One is toward county or city-level profiles of teacher e-instruction readiness, and the other path is toward the depiction of the social networks of school technology coordinators. Which path is more fruitful? Our answer at this stage is the social network path. We briefly describe the results with some graphs in this report.
