D.曾瓊葉Tseng, Chiung-yeh2019-08-282007-8-82019-08-282006http://etds.lib.ntnu.edu.tw/cgi-bin/gs32/gsweb.cgi?o=dstdcdr&s=id=%22GN0092102023%22.&%22.id.&http://rportal.lib.ntnu.edu.tw:80/handle/20.500.12235/85481英、美等先進國家為適應時代環境的變遷及國際競爭與挑戰,自1979年開始,紛紛進行調整政府組織的政府改造工程,引進現代企業經營的理念,嘗試建立一個小而能、小而美,兼具效能、效率及服務品質的政府,並提升國家競爭力。因此,重新檢視政府組織職能,對政府的機關組織加以適當調整,以適應環境變遷,增加國家競爭力,成了各國政府爭相研究及改革的最重要課題。 我國師法先進國家及日本獨立行政法人制度,推動政府機關行政法人化,以期使政府行政能適應環境需求,進而前瞻未來展望,增加國家之競爭力,因此項制度在我國係屬創舉,牽涉到中央機關組織之改革、政府公權力之移轉與執行、原有公務人員之權益及安置等各項問題,以致政策推出過程各界討論熱烈爭議不斷。但求新求變是社會進步的重要原動力,我國不能故步自封於世界潮流之外,政策之執行不能因眼前困難而裹足不前,使政府運作失去提升與進步的契機;惟各國國情及社會特性不同,為免蹈橘逾淮為枳,國外制度移植過程中更需注重本土化、在地化之融合。 公共行政典範與組織理論隨著時代環境之需求而逐漸轉變,演化出新公共管理理論,1980年代間各國援引新公共管理理論基礎,紛紛進行政府改造,帶動政府組織改制行政法人的風潮。本研究首從公共行政典範與組織理論變遷之論述開始,導引新公共管理理論之形成,敘述分析各國公法人制度之起因及內涵,並探究我國行政法人制度現況,再結合理論探討和制度現況比較,分析國家圖書館的定位及任務特性,發掘國家圖書館行政法人化政策執行之問題點,最後再歸納形成具體結論與可行建議。Since 1979, leading nations such as the United Kingdom and the United States have gradually begun reforming their governments in order to keep up with modern times and equip for global competitions and challenges. These countries apply modern business concepts to try and build a compact, well-organized, efficient, effective, and service-quality government and to enhance national competitiveness. The topic of organizational reform has therefore become increasingly important around the world, as each country re-examines its governmental functions and considers how best to modify governmental structure so that it can keep pace with contemporary changes and boost overall competitiveness. Taiwan is also following in the steps of leading nations and Japan’s independent administrative corporation system to transform government agencies into administrative corporations. It is hoped that these changes will enable our government to better meet modern demands and create forward-looking visions that will boost the nation’s ability to compete. However, since this is a pioneering system that involves many important issues – including the reform of central government agencies, the transfer and enforcement of government authority, and the placement and rights of civil servants – this process has generated heated debate and controversy from all areas involved. Nevertheless, change is an important force in the advancement of society, and Taiwan cannot remain complacent or waver in the face of difficulty or we will miss these opportunities to improve and strengthen our government. It is therefore extremely important to consider localization issues and the domestic situation when introducing this foreign system into Taiwan. Throughout the years, public administration models and organizational theory have gradually changed and evolved into a new public management theory. In the 1980s, countries began applying this new theory to reform their governments and started a new wave of reform to change government agencies into administrative corporations. This paper will study how the transition of public administration models and organizational theory led to the formation of the new public management theory, describe the origins and significance of administrative corporation systems in different countries, and probe the current status of administrative corporations in Taiwan. This paper will also link the comparisons of theoretical and actual system practice with the special role and missions of the National Central Library, to reveal policy implementation issues in transforming the National Central Library into an administrative corporation.
