黃城Huang Cheng連宏華Lien, Hung-Hua2019-08-282011-8-262019-08-282010http://etds.lib.ntnu.edu.tw/cgi-bin/gs32/gsweb.cgi?o=dstdcdr&s=id=%22GN0890100086%22.&%22.id.&http://rportal.lib.ntnu.edu.tw:80/handle/20.500.12235/85712本論文係以公共組織改造理論為基礎,以我國行政組織改造為個案分析,並探討外國政府改造經驗和臺灣省政府組織重組經驗。本研究並將研究焦點,著重在探討行政院的組織變革或組織改造。 本文就公共行政或治理模式的典範變遷,從「傳統公共行政」到「新公共行政」、「新公共管理」、「後官僚典範」及「新公共服務」的新治理觀,旨在描繪公共事務的服務者和陳述公共治理模式,在環境轉變中應有的角色,以及國家機關職責。 1990年代以降,世界各國興起政府再造運動,乃奠基於新公共管理理論,並成為世界各國行政革新的主要議題,並導引新的國家治理典範,引進企業的效率經營模式,使政府部門類如企業,必須考量競爭和效率、經濟性,來有效回應人民與社會期待。這是公共行政的「變革年代」。 在臺灣,從過去到現在,國家的政治與經濟發展經常深受內在環境變遷因素的影響,國家機關必須自我調適。本文嘗試設計具有彈性、精簡、創新、競爭的機制的國家機關組織,重新定位政府組織的職能和角色。Basing on the theory of public organization reform, studying the case of administratiive organization restructuring, and taking experiences from the change of foreign government and the reorganization of Taiwan Provincial Government. This research is studying on the focus “the organization reform or reinventing of Executive Yuan. This thesis is studying the public administration or governance model of paradigm shift from “Traditional Public Administration” to “New Public Administration”, “New Public Management”, “Post-Bureaucratic Paradigm”, “New Public Service” and “New Citizenship Governance”. It has articulated a changing role of administrators and proposed a public governance model in public affairs. From 1990’s ago, reinventing government which is basic on new public management become a main issue of the world administration revolution. That is the public administration era of change.
