公務機構數位訓練教材之發展:資訊安全概念訓練實例

Abstract

本研究旨在探討數位教材設計模式,解決數位教材發展耗時之問題,以提供公務機構發展數位教材時在可用資源、教學品質及製作費間取得平衡。本研究以發展資訊安全概念訓練數位教材為例,並以某公務機構95位員工為研究對象,探討該教材之訓練成效並收集學習者對於本教材之意見。教材發展理念依循「以工作及生活上之題材為導向」、「導正錯誤觀念」、「解決常見的問題」,並由「故事」引導學習。結論如下: 1. 運用數位教材模板、擷取免費媒體元素及利用簡易的數位教材製作工具,能快速產生數位教材。2.公務機構業務性質不同,但組織成員對於組織文化了解頗深,故可作為發展數位教材之行業專家。本研究發展之數位教材含:資訊安全概念介紹及電腦基本操作模擬影片,並將教材內容續接於試題之後,依答題之正確與否,由學習者選擇閱讀教材或由系統引導閱讀教材,創造新奇具體的學習經驗。由問卷分析顯示學習者對於教材操作介面、教材內容及學習流程均偏向正面之態度。3.由考題作答結果得知:員工對於資訊安全管理控制程序之概念需再加強;而對於操作模擬式的考題之接受度頗高,且認為能提高學習成效。
In order to improve the digital training quality of government agencies, under the con-straints of limited resources, we aim to design a model of digital training course which could solve the problem of time consuming during the development. This research de-velops a digital course as a case study on information security awareness training. The source of data sample is 95 government officials which were chosen from a random government agency. The role of the data sample was to find out how successful was the digital training course and survey the opinion from those officials who have used the training course. The material of the digital training course is based on ‘work and life oriental’, ‘amending improper perceptions’ and ‘solving frequent questions’ which is presented by story-telling. The research conclusions are as below : 1. With the training course model, using free media resources and simple tools, one can speedily produce the digital training course. 2. Due to the deeply awareness of or-ganization cultural, despite the differences among different government agencies, the officials could be a subject matter expert when making the digital training course. This research has designed the training course to introduce the main idea of the information security concept and some topics about computer operating presented by videos. Then followed by a quiz, the learner was led to the corresponding topic. This learning style will create a new experience about learning. By analyzing the survey from the above 95 samples the result shows that the learners could highly accept operating interface of the digital course, and so was the content and learning process. 3. From the results of the quiz, we know that officials are lack of the awareness on the Information Security Controlling Process, therefore they need to improve that skill. In addition, the accep-tance of the application simulation quiz by the learners was great and it could raise the learning effect as well.
