| dc.description.abstract | 本研究聚焦於身心障礙者權益保障法中需先經評估方提供福利服務的項目，目的在於瞭解國內身心障礙者在這些項目的需求情形與地方政府提供相對資源的狀況。研究方法主要包括內容分析法與問卷調查法，經量化與質性分析發現：（一）大部分的填答者對福利服務項目的需求偏高（高於平均數）；（二）就三大類福利服務項目的需求而言，「家庭支持」高於「個人支持」與「經濟安全補助」；（三）不同族群的需求有所差異；（四）呈顯出的需求樣態是全人化的；（五）服務提供者與服務使用者對福利服務項目需求的看法有差別；（六）就提供服務的質和量而言，各縣市間的差別頗大，但整體言之，均很缺乏；（七）在三大類型的服務項目中，以「經濟安全補助」最多，「個人支持」、「家庭支持」相對較少；（八）各縣市提供較多的項目，多為中央政府有放入設算經費或政策上有補助的項目。 | zh_tw |
| dc.description.abstract | The purpose of this paper was to understand the needs of individuals with disabilities and related resources provided by local government. Data were collected by content analysis and survey research. The items of questionnaires were focused on social services which depended on the individual's need assessed. The results showed that resources were not consistent with needs of individuals with disabilities. Suggestions were proposed for local government and services providers to allocate the resource suitable for the individuals. | en_US |
