評析新北地檢署試辦緩起訴多元處遇《113年辦理施用毒品個案強化支持全人康復推進計畫期末執行成果報告》及未來建議

Abstract
我國政府自「新世代反毒策略」實施以來,已逐漸將毒品施用者先視為病人,並積極推動社區化的多元處遇模式來處遇毒品施用者,以期協助其復歸社會。新北地方檢察署於113年度推動之「施用毒品個案強化支持全人康復推進計畫」,即是此政策下的一項創新嘗試。本專業實務報告旨在評析此計畫的執行成效與實務困境,並提出未來優化建議。本研究採用質性與量化兼具的混合研究方法,資料來源為計畫期末執行成果報告,以透過內容分析法與量化數據整理,本研究探討了計畫的各項執行指標達成情形、個案服務滿意度及戒癮成效。研究發現,「全人康復推進計畫」在個案服務與支持層面表現良好,個案對心理諮商與團體治療的滿意度高,並在生活品質與成癮指標上呈現正向改善。然而,研究亦指出該計畫在執行上仍面臨多重挑戰,包括計畫資源的穩定性不足、跨部門合作的溝通障礙,以及如何深化個案內在改變動機等困境。本報告據此提出結論,並針對計畫流程優化、資源整合與觀護人專業知能提升等方面提出具體建議,以期為未來我國毒品多元處遇模式的發展提供實務參考。
Since the implementation of the “New Generation Anti-Drug Strategy,” the Taiwanese government has adopted a public health-oriented perspective by treating drug users as patients and actively promoting diversified, community-based treatment approaches to facilitate their reintegration into society. In line with this policy, the New Taipei District Prosecutors Office launched the “Enhanced Support and Holistic Recovery Advancement Program for Drug Offenders” in 2024 (Year 113 of the Republic Era), representing an innovative endeavor in this field.This professional practice report aims to evaluate the program's effectiveness and identify practical challenges encountered during its implementation, while offering recommendations for future improvement. A mixed-method research design, incorporating both qualitative and quantitative approaches, was adopted. The primary data source was the program’s final performance report, which was analyzed through content analysis and quantitative data compilation. This study examined the achievement of implementation indicators, participant satisfaction, and addiction recovery outcomes.The findings indicate that the program performed well in terms of client support and services. Participants reported high levels of satisfaction with psychological counseling and group therapy, with noticeable improvements in quality of life and addiction-related indicators. However, the study also identified several implementation challenges, including insufficient stability of program resources, communication barriers in interagency collaboration, and difficulties in fostering intrinsic motivation for change among participants.Based on these findings, this report concludes with concrete recommendations aimed at optimizing program procedures, integrating resources, and enhancing the professional competencies of probation officers. The goal is to offer practical insights for the future development of diversified drug treatment models in Taiwan.
