我國推動獎勵大學教學卓越計畫政策評估—以科技校院為例

Abstract

臺灣自2005年起推動獎勵大學教學卓越計畫,以提升教學品質為目標,自2006年起計畫範圍涵蓋科技校院,截至2017年共推動12年,2015年至2017年共計38所科技校院獲補助,本研究從利害關係人—該38校之教師、學生與學校行政主管之角度來進行學校教學品質及計畫政策目標達成情形之政策成果評估,並建立教師與學生觀點之獎勵科技校院教學卓越計畫教學品質評估模式。採用問卷調查法及焦點團體訪談法,以自編之「獎勵科技大學及技術學院教學卓越計畫師生教學品質評估【教師】及【學生】」調查問卷,共計分別回收128份及831份有效問卷,以獨立樣本t檢定、單因子變異數分析及多元逐步迴歸分析進行資料處理後,與焦點團體訪談資料進行綜合分析,主要結論如下: 一、獎勵科技校院教學卓越計畫執行有成效。 二、教師與學生對獎勵科技校院教學卓越計畫成效評估均持肯定態度。 三、公私立學校師生對教學品質之評估不同,私校師生感受較高。 四、不同職級教師對教學品質之評估略有不同,助理教授在教學面感受較講師高。 五、教師與學生間對實務課程之成效評估略有差異,教師感受更高。 六、教師與學生評估學生語言能力提升有成效但可再加強。 七、學校與學生對教學品質方案部分措施成效之認知有差異,致學生實際感受與期待有缺口。 八、獎勵科技校院教學卓越計畫成效評估模式成立。 最後本研究並提出建議,以供主管教育行政機關及科技校院後續推動教學品質相關方案參考。
In order to improve Universities / Colleges of Science and Technology teaching quality, the Minister of Education in Taiwan launched a Teaching Excellence Program from 2006-2017, and there was a total of 38 schools received subsidies to implement the program. This study assessed the policy performance from the perspective of the stakeholders, teachers, students and administrators of the 38 schools, and established an evaluation model for teaching quality. The research employed the questionnaire survey method and focus group interviews, and tested with self-developed Questionnaire, recycling effective questionnaire 128 from faculty and 831 from student. Processed data with independent sample t-test, one-way ANOVA and multiple stepwise regression analysis. The main results were as follows: (1) the project had effectiveness; (2) teachers and students affirmed the effectiveness of the project; (3) private school teachers and students assessed teaching quality significantly better than public school teachers and students; (4) teachers assessed teaching quality differently by their position, the assistant professors were higher than the lectures; (5) teachers assessed the effectiveness of the practical courses higher than the students; (6) teachers and students assess that students' language skills are effective but can be strengthened; (7) schools and students have different perceptions of the effectiveness of some of the measures of the teaching quality program, resulting in gaps in students' actual feelings and expectations;(8) the evaluation model of the project was confirmed. Finally, this study proposed recommendations to the Ministry of Education and Universities / Colleges of Science and Technology.
