非都會區太陽能路燈系統之設計

Abstract

一般非都會地區具有人口密度低及土地範圍廣等特色,入夜期間大範圍的公共夜間照明設備電費支出,已經成為各鄉鎮公所龐大的財政壓力。近年來在產業界與學術界的努力下,陸續提出以再生能源發電為主的獨立型供電路燈,但一般再生能源系統的額定發電功率皆遠高於額定照明功率,這樣的設計反而造成硬體設置成本及維護成本太高等缺點,無法達到預期的經濟效益。為了解決上述之問題,本研究提出可行的路燈能源管理機制,有效降低入夜期間的點燈時數,推廣路燈改採以度計價取代現行以盞計價的收費方式。此外為了降低獨立型再生能源供電路燈系統之硬體設置成本,本研究提出集中型的太陽能供電系統,以CPLD設計能源管理控制策略與集中型的太陽能供電系統相互結合,達到減少非都會地區路燈電費支出,及兼顧非都會地區環境生態之目的。本文以宜蘭縣壯圍鄉東西一路西段為例,在保有傳統路燈硬體架構及該有的功能考量下,提出智慧型的路燈管理策略,設計可行的集中型太陽能發電站,透過本文所提的能源管理策略可有效降低入夜期間的點燈時數、減少對農作物及地方生態的衝擊,並可有效降低再生能源系統的硬體設置成本。
Because of the characteristics of large land and lower population density in rural areas, the huge public street lighting fee has been a serious financial problem for most local governments. A lot of street lighting systems powered by renewable energy have been proposed both in academic papers and commercial products recently, however, most of them have problems such as the rated power of the renewable energy system is much larger than the rated power of the street light. This will increase the cost of the system significantly. In order to reduce the required power and the size of the renewable power system for street lighting systems, a energy control strategy is proposed to control the street lights efficiently, moreover, a stand alone solar power plant is built to supply the electricity for street lights in rural areas. The experimental system is built in Jhuangwei township, I-Lan county, Taiwan. Compared with the conventional designs, the proposed street lighting system can reduce the size of the renewable energy system, the electricity can be used more efficiently, moreover, it is more helpful for plant growing in rural areas.
