dc.description.abstract早期測量技術多數為圖解地籍測量成果,但地籍圖因測製年代久遠,圖紙多已伸縮破損等原因不堪使用,為長期保存地籍圖,故將地籍圖數化,但在數化過程中因圖幅接合、手繪誤差、錯誤等問題,造成與圖、地、簿之間不相符情形發生,又簡稱圖地簿不符,影響民眾產權甚鉅。地籍圖之正確性關乎民眾財產權益,而「圖地簿相符」一直是地政人員致力追求的目標。雖然以數值法辦理地籍圖重測能夠藉由重測程序、測量技術達到「圖地簿相符」的目標,但是實務上想以數值化地籍圖重測解決「圖地簿不符」問題卻有許多窒礙難行之處。為改善圖地簿不符問題,本研究分析出解決圖地簿不符的三種方法,分別為地籍圖更正、三圖合一、地籍圖重測等方式,但實務上依據不同案例適用的條件方法皆不同。本研究就實務上遇到之圖地簿問題做出研究分析,並比較三者之適用條件,另舉出實務上三者遇到法規層面所面臨的課題加以分析。zh_TW
dc.description.abstractThis study examines the issue of map-registry inconsistency in cadastral surveys and provides an analysis of three methods for resolving this problem. The accuracy of cadastral maps is crucial for protecting property rights, and achieving map-registry consistency is a key goal for land administrators. However, traditional graphic cadastral surveying techniques are no longer adequate due to the aging and vulnerability of cadastral maps. To address this challenge, digitization has been implemented for long-term preservation. Unfortunately, errors and inaccuracies introduced during manual map sheet joining have resulted in discrepancies between the digitized maps and the registry, significantly impacting property rights.The study analyzes three approaches to tackle map-registry inconsistency: cadastral map correction, integration of three maps into one, and re-surveying cadastral maps. The appropriate method depends on the specific case. Practical challenges and applicability conditions for each method are examined, along with the legal challenges they face in practice.The study provides a comparative analysis of the three methods, considering factors such as the extent of map-registry inconsistency and available resources. By addressing practical problems and examining applicability conditions, land administrators can make informed decisions on selecting the most suitable method. Understanding the legal challenges associated with these methods contributes to their effective implementation.The findings contribute to the field of cadastral surveying and offer insights for practitioners and policymakers involved in land administration. Further research can explore technological advancements and innovative approaches to enhance the accuracy and consistency of cadastral maps, ensuring the protection of property rights for citizens.en_US
