國營事業民營化後人力資源發展人員角色與職責之研究

Abstract

國營事業民營化的政策正在推進中,本研究目的在瞭解國營事業民營化後,其人力資源發展人員應然與實然的角色及職責,以提供實務界及後續研究者具體建議。本研究採用質化研究中的多重個案研究法,以深度訪談方式了解國營事業民營化後人力資源發展人員的角色與職責。共選取三家個案公司,每家公司各選取二位管理者為研究對象,一位為總公司的高階主管,一位則為總公司內負責人力資源發展的主管,訪談後將訪談內容轉錄為逐字稿,並進行資料的分析。本研究結論為國營事業民營化之後:(1)民營化後企業將以獲利為目標,並創新朝多角化發展(2)人力資源發展人員被期望要配合組織發展,提供適才適所的人力;(3)人力資源發展人員扮演著分析者等11種角色;(4)人力資源發展人員應進行工作分析與設計等工作;(5)人力資源發展人員被期望扮演訓練評鑑者及員工生涯發展指導者的角色;(6)人力資源發展人員的角色朝多元化演變,從傳統行政人員轉變為策略夥伴;工作職責從例行作業性質轉變為策略性的工作性質;(7)組織全體員工都被期望扮演變革推動者的角色。
The state-operated enterprises in Taiwan have been privatized. The purposes of this study were to explore the roles and responsibilities of human resource development HRD personnel in formerly-state- own enterprise in Taiwan, and to make concrete suggestions to practitioners and further studies. Through a qualitatively multiple case study, the data needed was collected from in-depth interviews with six HRD supervisors in three enterprises. One is the top executive and the other is responsible for HRD. After the interviews, the content was transcribed from the tape to word processor files and analyzed. The main conclusions of this study were: (1) The enterprise take will make a profit as the goal and innovate to diversification.(2)The HRD personnel is expected to provide adequate and appropriate human resource to cope with development of the organization. (3) The HRD personnel serve as 11 roles such as analyst. (4) The HRD personnel are expected to conduct analysis and design, etc. (5) The HRD personnel are expected to serve as a training evaluator and a career development consultant. (6) The HRD personnel role has multiplied from the traditional administrator to the strategic partner; responsibility changed from routines to strategy-oriented ones. (7) All personnel expected act to as in formerly-state-own enterprises are agent.
